EXECUTIVE SUMMARY Recommendation to approve a substantial amendment to the FY2013-2014 and FY2014-2015 U.S. Department of Housing and Urban Development Annual Action Plans authorizing Community and Human Services staff to administer a rental assistance program to prevent homelessness using Emergency Solutions Grant funds in the amount of $96,226 and approve necessary budget amendments. OBJECTIVE: To provide rental assistance to individuals and families who are homeless or at risk of homelessness in Collier County. CONSIDERATIONS: Funding Approval Agreements issued by U.S. Department of Housing and Urban Development (HUD) and approved by the Board on June 24, 2014 fund Collier's Emergency Solutions Grant(ESG) program (Agenda item 16D8). The Funding Approval Agreements require grant funds to be used for homelessness prevention and recovery projects in accordance with 24 CFR 576. CHS staff and the United Way 211 Helpline track incoming calls related to service requests. Housing assistance is a frequent request, and the lack of rental housing presents one of the largest needs in our community. ESG funds must be committed no later than twenty-four months after the County executes a funding contract with HUD. Of the total FY2013 ESG allocation of$96,226, $43,108 must be spent no later than October 2015, or the funds will be recaptured by HUD. Such forfeiture would further erode Collier County citizens' access to assistance in securing safe and secure housing to prevent homelessness. Community and Human Services (CHS) has made numerous attempts to find one or more organizations or agencies to administer the ESG homelessness prevention and rapid re-housing project as a subrecipient. however we did not receive any proposals in the last application cycle in April 2014 nor the March 2015 cycle. The county has been without a Subrecipient, over six months, to administer the ESG homelessness prevention and rapid re-housing program. CHS believes that, due to the stringent program compliance requirements as well as a dollar for dollar match requirements for the program, it will be difficult to secure an organization or agency to administer the program. The previous subrecipient was Catholic Charities, Diocese of Venice, Inc. The contract with Catholic Charities, Diocese of Venice,Inc. terminated on September 30, 2014. CHS staff is proposing to take the lead and administer an ESG homelessness prevention and rapid re- housing project in house. CHS will staff the program using current employees who have experience managing Emergency Solutions Grant programs or similar projects. The county will continue to solicit organizations or agencies to administer the ESG for future allocations. CHS staff has identified $43,108 from ESG FY2013-2014 funding and $53,118 from ESG FY2014-2015 funding, for a total of$96,226 that can be put toward this project. The ESG requires a 100% match that will be provided from the existing CHS Client Assistance budget in the General Fund (001). To ratify this project, staff must amend the HUD Annual Action Plans for the affected years. The Board approved the FY2013-2014 HUD Annual Action Plan at the August 13, 2013 absentia meeting and ratified it at the September 10, 2013 Board meeting (Agenda item 16F1) and the FY2014-2015 HUD Annual Action Plan at the June 24, 2014 Board meeting(Agenda item 16D8). Project: Community and Human Services Homelessness Prevention and Rapid Re- Housing Project — ESG —Project Scope: Fund up to 3 months of short term rental assistance plus up to 6 months of rental arrearage; rental security deposits and last month's rent; and/or supportive costs such as, but not limited to rental application fees, utility deposits and arrearage, and housing stability case management in order to keep individuals/families in housing and prevent eviction and/or homelessness; Project Level Accomplishments: 10; Proposed Outcome: Rental assistance and supportive services; Matrix Code: N/A; Proposed Amount: $96,226 (Project combines FY2013-2014 funds with FY2014-2015 funds to complete the project) HUD regulations and the Five-Year HUD Consolidated Plan require citizen participation whenever a substantial plan amendment is proposed. The required notice was published in the Naples Daily News on Monday, February 23, 2015. The advertisement identified a thirty-day public comment period from February 23, 2015 to March 23, 2015.No comments regarding the substantial amendment were received. CHS staff has completed a compatibility analysis with the Consolidated Plan, the FY2013-2014 and FY2014-2015 HUD Annual Action Plans and amendments, and the Priority Needs Category to assure the viability of the project. Board approval of the project confirms the basis upon which payment is to be made, which may only change thereafter by Board-approved substantial amendment. CHS staff confirms that the project is consistent with the Consolidated Plan and the FY2013-2014 and FY2014-2015 HUD Annual Action Plans, once amended. FISCAL IMPACT: The funding source for the grant award is the Emergency Solutions Grant(ESG). The remaining ESG grant award from FY13-14 and FY14-15 is $96,226. It is budgeted in Housing Grant Fund (705)under Project Nos. 33291 and 33366 (ESG Grants). The ESG grant requires a 100% match. The match amount of$96,226 will be provided from the CHS Client Assistance Cost Center in the General Fund (001-155930); $43,108 is being secured from FY 2015's budget and $53,118 will be budgeted in FY 2016. A budget amendment will be processed that reduces Client Assistance personal services and operating budgets in the General Fund (001)and transfers matching funds to Housing Grants Match Fund (706). GROWTH MANAGEMENT IMPACT: Acceptance and implementation of this amendment will further certain Goals, Objectives, and Policies within the Housing Element of the Growth Management Plan. LEGAL CONSIDERATIONS: Whether to administer an "in-house" rental assistance program is a policy decision for the Board.
