EXECUTIVE SUMMARY
Recommendation to approve a Budget Amendment recognizing $29,128.43 of State Housing
Initiative Partnership Program program income for Fiscal Year 2013/2014.
OBJECTIVE: To continue to promote affordable housing strategies for low- to moderate-income
persons through the State Housing Initiatives Partnership Program.
CONSIDERATIONS: On July 7, 1992, the Florida legislature enacted the William E. Sadowski
Affordable Housing Act to provide additional funding to local communities to promote and advance
affordable housing initiatives. Funds are generated through documentary stamp tax on real estate
transactions. Under the State Housing Initiatives Partnership(SHIP)program, Collier County and the City
of Naples receive funds from the State of Florida through the Florida Housing Finance Corporation to
undertake eligible activities.
Revenue income in the amount of $29,128.43 was earned from May 1, 2014 through June 30, 2014.
Revenue income is comprised of program income received through interest and loan repayments.
The proposed budget will be used to provide purchase assistance, owner-occupied residential
rehabilitation assistance and administrative support as identified in the 2013-2016 Local Housing
Assistance Plan, approved on April 23,2013 (Agenda item 16D4) and amended on April 8, 2014 (Agenda
item 16D1). Five percent of program income funds can be used toward administration costs.

Total SHIP Funds Available $29,128.43
FISCAL IMPACT: The budget amendment recognizes $29,128.43 in program income received from
May 1, 2014 to June 30, 2014 and is available in SHIP Grant Fund 791, Project 33258. The proposed
action does not have an impact on the General Fund.
LEGAL CONSIDERATIONS: This item has been approved for form and legality and requires a
majority vote for Board approval. -JAB
GROWTH MANAGEMENT IMPACT: Acceptance of these funds will allow the County to expand
affordable housing opportunities for its citizens and further the goals of the Housing Element of the
Collier County Growth Management Plan.
RECOMMENDATION: That the Board of County Commissioners approves a budget amendment
recognizing the SHIP FY 13/14 revenues in the amount of$29,128.43.
