Agenda 03/24/2015 Item #16C2 3/24/2015 16.C.2. EXECUTIVE SUMMARY Recommendation to approve a $468,196 work order to Douglas N. Higgins, Inc., under Request for Quotation 14-6213-22 for Underground Utility Contracting Services for the Wastewater Pump Station 151.00 Rehabilitation Project, Project Number 70046; and, authorize the necessary budget amendment. OBJECTIVE: To bring outdated utility infrastructure into compliance with current standards while meeting the demand for service, protecting public health and safety, providing proactive environmental protections and supplying backup pumping capability during power outages. CONSIDERATIONS: On June 10, 2014, as Agenda Item 11C, the Board of County Commissioners (Board) approved the Water, Wastewater, Irrigation Quality Water, and Bulk Potable Water User Rate Study. The proposed scope of work is consistent with Project 70046, "Wastewater Pump Station TSP"on page 3-186, line 75 of the user rate study. Funding for Project 70046 is available in and is consistent with the FY2015 CIP Budget. Pump Station 151.00 is a submersible wastewater pumping station located on Bent Tree Lane servicing the Stonebridge (previously South Hampton) community. Stonebridge is a 300 +1- acre residential and golf community adjacent to the southwest intersection of Immokalee Road and Airport Pulling Road. The community consists of 801 residential households, a golf course, and a 20,000 square foot clubhouse. Wastewater service to this community is comprised of five pump stations (151.00, 151.01, 151.02, 151.03, and 151.04) that collect sewage from smaller local gravity systems. Pump station 151.00 is a community pump station that receives wastewater flow from the other pump stations. Wastewater flows pumped from pump station 151.00 are discharged into an existing six-inch diameter PVC force main. Along Bent Tree Lane, the force main increases to an eight-inch PVC force main that discharges to a 12- inch force main located in the median of Immokalee Road at the intersection with Bent Tree Lane. The force main system along Immokalee Road is manifolded with several pump stations and also has sections of parallel pipes. The force main system terminates at the North County Water Reclamation Facility. The scope of work includes the addition of a standby diesel pump as part of the emergency power program. When any of the following four conditional criteria are met, then a permanent generator or standby diesel pump operationally is required: 1) pump stations that have 25 horsepower or greater motors, 2) pump stations that are fed by four or more other pump stations, 3) pump stations that pump directly to a wastewater force main that pumps directly to the plant or, 4) pump stations that are operationally critical to hospitals, nursing homes, and environmentally sensitive areas. This project meets two of the four criteria. The condition of this asset is defined as "Red: Level 3 —Risked Compliance" as reported to the Board at the October 1, 2013 Asset Assessment and Management Workshop. The emergency diesel pump will allow the continued pumping of wastewater flows during power outages, and increases station reliability. The existing pumps are appropriate for the capacity of pump station 151.00; however, the installation of variable frequency drives will allow the station to operate at reduced speeds, which reduces pump wear and power cost. The confined space valve vault will be eliminated by moving piping and appurtenances above grade. The Procurement Services Division electronically distributed Request for Quotation 14-6213-22, Pump Station 151.00 Improvements, January 20, 2015, to the six vendors under the Fixed-Term Underground Utilities Contract No. 14-6213. Five of those contractors submitted quotations by the February 12, 2015, deadline. The quotations are summarized below. Packet Page-623- 3/24/2015 16.C.2. Did Not Quote The engineer's opinion of probable construction cost was $514,000. Staff reviewed the quotations and determined Douglas N. Higgins, Inc., to be the lowest qualified and responsive bidder at approximately nine percent below the engineer's cost estimate. The quote tabulation and graph are Attachments l and 2, respectively. The Procurement Services Division concluded that bidding was competitive and representative of market conditions. The project design professional, Stantec Consulting Services, Inc., also recommends award of this work order to Douglas N. Higgins, Inc., per the attached letter dated February 19, 2015 (Attachment 3). Douglas N. Higgins, Inc. has a satisfactory performance and warranty record on other similar county utility-related construction projects. The bid specifications informed the bidders there may be unforeseen conditions associated with the project. The project cost includes an allowance of $43,000 for owner- directed work due to unforeseen corrosive or geological conditions that include, but are not limited to, repairs due to structural deterioration, and/or replacement of defective mechanical equipment and deficient electrical components. Subject to the Purchasing Ordinance, staff will negotiate a price for any additional work due to unforeseen conditions prior to commencement. FISCAL IMPACT: Funding is available in, and is consistent with, the FY2015 Capital Budget approved by the Board on June 10, 2014. The source of funding is the Wastewater User Fee Fund (414). A budget amendment is required from Project 73950,Fund (414), in the amount of$468,196. The operating budget impact of the completed project is reflected in the table below. The total capital cost to implement Project 70046 Pump Station Rehabilitation is $468,196. While this asset is being replaced due to its condition and criticality, an additional benefit is the resulting annual cost savings of approximately $414 based on an approximate 15 percent reduction in power required. There will be an increase in maintenance cost for the standby pump of approximately $1,060. The resultant operating cost increase is $646 annually.
