EXECUTIVE SUMMARY Recommendation to reconstitute the Collier County Hispanic Affairs Advisory Board and direct the County Attorney to bring back an enabling ordinance. OBJECTIVE: To improve communication between the Hispanic community and Collier County government. CONSIDERATIONS: The Hispanic Affairs Advisory Board (HAAB) was established by Collier County Ordinance No. 91-37 to identify and evaluate problems within the Hispanic community and recommend ways to ensure open communication between the Hispanic people and County government. At its June 24, 2014, meeting, the Board of County Commissioners (BCC) considered appointments to HAAB (Agenda Item 10A). During the discussion of this item, the BCC acknowledged that the HAAB was not particularly effective and that creating task forces through existing private organizations would be a more effective way of engaging the Hispanic community. Collier County Ordinance No. 91-37 was repealed on July 8, 2014 (Agenda Item 17B1). The Council of Hispanic Business Professionals (CHBP), a non-partisan, non-profit organization was discussed as one organization that might be willing to serve as a conduit between the Hispanic community and Collier County government. Although the CHBP has been and is active and engaged in local public affairs, some members of the Hispanic community believe that their interest would be better served by reconstituting the HAAB. FISCAL IMPACT: There are two associated costs with the recommended action: (1)the cost of advertising the enabling ordinance and (2)the cost of staff support for the HAAB, which is estimated to be $4,080 per year ($34 per hour x l 0 hours per month x 12 months). LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and legality, and requires majority vote for approval. -JAK RECOMMENDATION: That the Board of County Commissioners reconstitutes the Collier County Hispanic Affairs Advisory Board and directs the County attorney to bring back an enabling ordinance.
