EXECUTIVE SUMMARY
Recommendation to appoint two members to the Black Affairs Advisory Board.
OBJECTIVE: To appoint two members to the Black Affairs Advisory Board to fulfill the
remainder of vacant terms expiring on June 25, 2018.
CONSIDERATIONS: This nine member board was created in 1991 to identify and evaluate
problems unique to the black community, review and recommend ways to ensure open
communication between minorities and Collier County government, and provide periodic reports
to the Board of County Commissioners. Terms are four years. A list of the current membership
is included in the backup.
There are currently four vacancies on this advisory board. The vacancies were advertised and
applications were received from the following interested citizens:

COMMITTEE RECOMMENDATION: That Ms. Williams and Ms. Taylor be appointed to
fill vacant seats on the board which expire on June 25, 2018. A recommendation memo is
included in the backup to this item.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Committee
Recommendation, and directs the County Attorney to prepare a resolution confirming the
appointments.

LaVerne Franklin called the meeting to order at 6:00 PM. A quorum of 3 members was present.
II. Open to the Public for Items Not on the Agenda

III. Board Action Items
1. Consideration of Applications to the advisory board from Jennifer Williams and Ellen
Taylor.
2. Consideration of dates for the Diabetes Awareness Day event.

LaVerne Franklin: Made a motion to approve the agenda.
Debra Johnson Hubbard: I second the motion.
Motion carries unanimously(3-0)

Debra Johnson Hubbard. Carried unanimously, 3—0.
2. The application of Ellen Taylor was brought up for discussion.
La Verne Franklin moved to appoint Ellen Taylor to the advisory board. Second by
Debra Johnson Hubbard. Carried, 2—1, with Dr. Pamela Wilkins abstaining noting
that she would like to approve when Ellen was present.
3. La Verne Franklin moved to remove Chris Rahmings from the advisory board. Second
by Debra Johnson Hubbard. Carried unanimously,3—0.
VI. New Business
1. LaVerne Franklin asked the group to check their calendars for potential dates for the
Diabetes Awareness Day event. The initial dates of March 7th and March 14th were under
consideration as those dates were proposed in coordination with the Golden Gate
Community Center(Note: Mr.Vaughn Young arrived during this discussion at 6:12 pm).
Vaughn Young moved to recommend that the dates of November 7,2015 and November
21, 2015 be considered for Diabetes Awareness Day.Second by Debra Johnson
Hubbard. Carried unanimously, 4—0.
