EXECUTIVE SUMMARY
Recommendation to reject all Bids for Invitation to Bid (ITB) #14-6359 for "On-Call Mechanical
Contractors".
OBJECTIVE: To obtain "On-Call Mechanical Contractors" for the County in a fair and competitive
manner.
CONSIDERATIONS: The Facilities Management Division is responsible for the maintenance,
repair, and capital replacement of County-owned facilities. The purpose of ITB #14-6359 was
to allow qualified contractors to install, repair, replace and maintain all HVAC equipment
including but not limited to, chilled water systems, pumps, air-handlers, VAV boxes, outside air
units (dehumidification), fans, compressors, condensers, direct exchange units, and variable
frequency drives.
On January 9, 2015, the Procurement Services Division issued an Invitation to Bid ("ITB") #14-
6359, to procure on-call mechanical services to perform preventative maintenance, repair
maintenance, and installation of mechanical equipment. Email notices were sent to five hundred
and twenty-one (521) subscribers of the County's on-line bidding system. Fifty-three (53) of the
subscribers downloaded bid packages. On February 4, 2015, the Procurement Services Division
received five (5) responses to the ITB. One (1) of the responding firms was deemed non-
responsive because they did not complete the mandatory hourly rates section for all skilled labor
categories.
After review of the submitted bid results and a thorough discussion with Facilities and
Procurement Services staff, it was determined by both Facilities and Procurement Services staff
that an adjustment to the bid specifications and award methodology is required in order to
effectively meet the business needs of the operating divisions. Consistent with Ch. 119, Fla.
Stat., the complete bid tabulation was not posted for the public to review and therefore the
pricing has not been revealed. The Procurement Services Division agrees with Facilities
Management staff and will promptly revise the solicitation accordingly to ensure a timely
reposting.
FISCAL IMPACT: No fiscal impact is associated with this action.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires
majority vote for approval.—CMG
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan related to
this action.
RECOMMENDATION: That the Board of County Commissioners rejects all bids for ITB #14-
6359 for"On-Call Mechanical Contractors".
