EXECUTIVE SUMMARY
Recommendation to acknowledge the termination letter from Community Development Block
Grant (CDBG) subrecipient, Grace Place for Children and Families Incorporated, for the Campus
Expansion and Renovation Project in the amount of$300,000.
OBJECTIVE: To acknowledge the termination letter from Community Development Block
Grant(CDBG) subrecipient.
CONSIDERATION: On September 23, 2014 the Board of County Commissioners approved
Community Development Block Grant# B-14-UC-12-0016, Agreement# CD 14-08 (Item #16D1)
between Collier County and Grace Place for Children and Families, Inc.
Grace Place for Children and Families, Inc. has requested termination of their subrecipient
agreement with Collier County with an immediate effective date. The subrecipient has made this
request as a result of a significant increase in the total project costs in comparison to the original
project estimate. The Board of Directors for Grace Place is considering alternatives to
rehabilitating the current structure as it cost prohibitive. The termination request is attached and
part of this item.
Section 3.8 of the CDBG subrecipient agreement allows either party to terminate for
convenience.
The funds associated with the termination of this project will be made available to fund future
projects. All future projects will require a modification to the Collier County FY 2014—FY 2015
Action Plan and will be presented to the Board to formally cancel the projects and replace with a
new project(s).
FISCAL IMPACT: Community Development Block Grant (CDBG) grant funds are available
within the Housing Grants Fund (705) for Project No. 33364. A total amount of$300,000 will be
re-awarded at a future date.
GROWTH MANAGEMENT IMPACT: Cancellation of these projects will avoid project
failure and allow for reprogramming for other project(s) to further the goals, objectives and
policies within the Housing Element of the Growth Management Plan.
LEGAL CONSIDERATION: The request for termination for convenience meets the
requirements set forth in Section. 3.8 of the CDBG subrecipient agreement and 24 CFR 85.44.
Accordingly, this item is approved for form and legality and requires a majority vote for Board
approval. - JAB
RECOMMENDATION: The Board accepts and acknowledges Grace Place for Children and
Families, Inc.'s request for termination.
