EXECUTIVE SUMMARY
Recommendation to direct the County Manager or his designee to bring back a
Partnership Agreement (PA) with the Sunrise Rotary Club of Marco Island, the residents
of the Copeland Community, and the Copeland Church whereby the County purchases
and installs two multi-use Bus Stop/Community Shelters for the Copeland area located at
Panther Park and Lake Gloria.
OBJECTIVE: To have the Board of County Commissioner(Board) authorize the development
of a PA with the Sunrise Rotary Club of Marco Island along with the residents of the Copeland
Community and the Copeland Church that authorizes staff to purchase and install the two multi-
use shelters for the Copeland area located at Panther Park and Lake Gloria.
CONSIDERATIONS: The County has a proven track record of successfully partnering with
residents, developers and municipalities to leverage their resources in order to provide improved
or enhanced services. Recently, the Board approved a partnership with Everglades City for
permitting assistance and a partnership with Palm River to develop a park. Both of these projects
supported improvements in our community.
The residents of the Copeland Community along with the Copeland Church approached
Commissioner Fiala with a request to partner with the community regarding bus shelters as well
as providing shaded rest areas for the children and residents of the Copeland Community.
Currently there are two central pick up and drop off locations near community amenities where
children and parents wait in unprotected conditions for school bus services and community
activities. A meeting took place at the Copeland Community Center on September 19, 2014
where these issues were discussed and options were considered where the community could best
be served in a cooperative manner. The Sunrise Rotary Club of Marco Island also wished to
participate in this community project. A conceptual agreement was discussed where the: County
would purchase, install, and maintain two multi-use shelters with cement slabs, benches and
trash receptacles; the Sunrise Rotary Club of Marco Island would install "Florida Friendly"
landscape around the shelters; and community of Copeland would maintain the landscaping and
provide general upkeep of the shelters. The shelters are proposed to be located at Panther Park
and Lake Gloria.
The County's Road & Bridge staff estimated that they can install two concrete slabs, purchase
the structures, and install them for less than $10,000. This request is less than the recent
Everglades City project and far less than the Palm River Park project. This proposal supports the
community of Copeland and is consistent with other partnership agreements. The landscaping
and maintenance support by the Rotary and the community of Copeland will be identified in
detail when the PA is brought back for final Board approval.
FISCAL IMPACT: It is anticipated that the initial project would cost approximately$10,000 in
County funds and the long term maintenance and depreciation would be consistent with other
similar County maintained assets.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated
with this Executive Summary

LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is
approved as to form and legality,and requires majority vote for approval. -JAK
