EXECUTIVE SUMMARY
Recommendation to adopt a Resolution to support House Speaker Steve Crisafulli's setting
of funding film, television and entertainment incentives as one of his legislative priorities;
urging all Florida counties to join in this initiative with no fiscal impact to Collier County.
OBJECTIVE: To support a legislative priority set by House Speaker Steve Crisafulli for
funding the film, television and entertainment incentives in the State of Florida resulting in an
increase in employment opportunities and bringing new economic benefits to our citizens.
CONSIDERATIONS: On January 27, 2015, the Board of County Commissioners requested
that staff continue this item to include additional research and detail. Tourism staff has revised
this Executive Summary to include additional information for the Board's consideration. The
highly effective film and entertainment tax credit incentive program is scheduled to sunset on
July 1, 2016. All the existing tax credits have been awarded to qualifying productions. Therefore
there are no further tax credits available unless it becomes a legislative priority in 2015.
• In this competitive business environment, Florida is at an economic disadvantage
compared to the nearly 40 U.S. states that offer incentives to attract film, television,
commercials and other production companies to their state.
• Collier County is at an additional disadvantage because there are other jurisdictions
within the State, like Jacksonville, Sarasota, Tampa Bay and St. Pete/Clearwater that
offer local incentives apart from any State incentive program.
• Unlike other state's programs, before even one dollar of Florida's tax credits are
awarded, a production must first spend all their money in Florida and then provide
audited proof that they have met all the program's minimum threshold requirements for
qualified expenditures. The fiscal oversight on this program has been exemplary.
• Collier County is competing to lure high profile projects such as the first in a trilogy of
Travis McGhee film projects, "Deep Blue Goodbye"from Twentieth Century-Fox Studio
but it is a challenge to lure these big budget projects to our area without entertainment
production incentives. This studio is now also considering NC, GA and Puerto Rico.
• Although "film induced tourism" is difficult to empirically measure, according to
Maryland's policy analysis of their tax credit in 2014, "Films can raise awareness, form
images, develop expectations, and aid in making decisions on visiting a location."
Productions fill hotel rooms, hire locals, and support local business and services.
"Florida's Paradise Coast"is a branded identity and that image has an economic value.
• In 2012, 32 projects wrapped their productions in the Collier County with total spending
by the production companies of$1.67M. Clients included: Good Housekeeping, Ford
Motor Co.,Estee Lauder Cosmetics and the Travel Channel.A typical example: Estee
Lauder Cosmetics shot a commercial in May of 2012, spent$110,000 in the community
in addition to booking 70 hotel room nights. Blair(women's resort wear catalog) shot
twice in that year. In January,they booked 135 room nights and spent$120,000 in local
purchases;in March they booked 216 room nights and spent over$130,000 in Collier.
• In 2013,26 projects wrapped their productions in Collier County with a total spend of
$2.15M. Clients included Esquire TV,Mercedes-Benz,Fox Broadcasting,BBC America
and Nickelodeon. The big jump in revenue came from the first qualifying film for
Florida's Entertainment Tax Incentive being awarded to a project in Collier County,the
film Hybrids. From the Naples Daily News, 11-14-2013,Producer Tony Schweikle said,
"In economic development terms we're a small budget film. But if we spend$1 million
here in Collier County,that's going to turn over six times,which means that$6 million is
going into the local economy."

A RESOLUTION OF THE COLLIER COUNTY
BOARD OF COUNTY COMMISSIONERS
SUPPORTING HOUSE SPEAKER STEVE
CRISAFULLI'S SETTING OF FUNDING FILM,
TELEVISION AND ENTERTAINMENT
INCENTIVES AS ONE OF HIS LEGISLATIVE
PRIORITIES AND URGING ALL FLORIDA
COUNTIES TO JOIN IN THE INITIATIVE.
WHEREAS, in November of 2014,House Speaker Steve Crisafulli(R- Merritt Island)
identified funding film, television and entertainment incentives as one of his legislative
priorities;and
WHEREAS, during the 2010 legislative session, the Florida Legislature enacted Chapter
No. 2010-147, Laws of Florida (SB 1752), which created the Florida Entertainment Industry
Financial Incentive Program("Program"), codified as Section 288.1254,Florida Statutes;and
WHEREAS, the Program offers tax credits to qualifying film, television and other
entertainment industry projects to attract business to and create employment opportunities in this
state;and
WHEREAS, during the 2011 legislative session the Florida Legislature added an
additional $12 million in funding, and an additional $42 million during the 2012 session, for a
total of$296 million to the Program;and
WHEREAS, according to the Florida Office of Film and Entertainment Annual Report
2013-2014, 342 productions qualified for the Program and spent approximately $1.5 billion in
this state during the four-year period in which the Program was funded by the Florida
Legislature;and
WHEREAS, currently all of the state tax credits under the Program, have been claimed,
and the Florida Legislature has not added funding to the Program in the last two years;and

WHEREAS, there being no state tax credits available to attract new film, television and
entertainment projects to this state, (other than tax credits that might be returned by projects that
initially reserved credits, but ended up not going forward);and
WHEREAS, since the funding was depleted, Florida and Collier County have been
operating at a competitive disadvantage to the nearly 40 states that offer incentives to attract
film, television, commercials and other production companies;and
WHEREAS, in 2013, when Collier County became the first southwest Florida county to be
chosen as a location for a qualified film incentive project, that small budget film added an
additional $1M dollars in spending to the local economy.
WHEREAS, this Board would like to express its support for House Speaker Steve
Crisafulli's setting of funding film, television and entertainment incentives as one of his
legislative priorities and urges all Florida counties to join in this initiative.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that this Board:
Section 1. Supports House Speaker Steve Crisafulli' s setting of funding film,
television and entertainment incentives as one of his legislative priorities.
Section 2. Urges all Florida counties to join in this initiative.
Section 3. Requests that the County Manager's Office through its staff transmit a
certified copy of this Resolution to House Speaker Steve Crisafulli, the Chair and
Members of the Collier State Legislative Delegation, the Chairman or other presiding
officer of the County Commission and the Mayor, County Administrator or other chief
administrative officer of each of the other 66 counties in Florida and the Executive
Director of the Florida Association of Counties.

EXECUTIVE SUMMARY

urging all Florida counties to join in this initiative with no fiscal impact to Collier County.
OBJECTIVE: To support a legislative priority set by House Speaker Steve Crisafulli for
funding the film, television and entertainment incentives in the State of Florida resulting in the
creation of high-wage jobs and bringing new money to local economies.
CONSIDERATIONS: A highly successful $296 million film and entertainment tax credit
incentive program, which is scheduled to sunset on July 1, 2016, is deplete of all tax credits
unless it becomes a legislative priority in 2015.
• Despite substantial lobbying efforts for the last 2 years, there are no tax credits available
to attract new entertainment production to Collier County, let alone the entire State of
Florida.
• Florida is at a competitive disadvantage to the roughly 40 states that do offer incentives
to attract film,television, commercials and other production companies to their state.
• Collier County is at an additional disadvantage because there are other jurisdictions
within the State, like Jacksonville, Sarasota, Tampa Bay and St. Pete/Clearwater that
offer local incentives apart from any State incentive program.
• In a study conducted by Visit Florida, 19.3% of tourists surveyed chose to vacation in
Florida because of a film or television show they viewed that depicted Florida in it. Film
and television are an inducer of tourism to the state.
• This program has proven to be fiscally responsible. Prior to even one dollar of tax credits
being awarded, production must first spend all their money and provide audited proof that
they have met all the program's minimum threshold requirements.
• Collier County is competing to lure high profile projects such as the first in a trilogy of
Travis McGhee film projects, "Deep Blue Goodbye" from Twentieth Century Fox Studio
but it is a challenge to lure these big budget projects to Collier County without any
entertainment production incentives.
• The Film and Entertainment Industry is a clean industry that infuses a significant amount
of new capital into the state's economy by supporting infrastructure development,
promoting tourism, contributing to the local hotel and lodging industry and most
importantly it provides local jobs.
