EXECUTIVE SUMMARY
Recommendation to approve the selection of Disney and Associates under Request for Proposal 14-
6356,Redesign of the Northeast Recycling Drop-off Center, and direct staff to negotiate a contract
for the Board of County Commissioners' approval at a future meeting.
OBJECTIVE: Select a firm under Request for Proposal(RFP) 14-6356 and receive direction to negotiate
a contract for redesign and support services for the planned Northeast Recycling Drop-off Center.
CONSIDERATIONS: The Board of County Commissioners (Board) adopted the Integrated Solid
Waste Management Strategy (ISWMS) in 2006, identifying strategies within the broader contours of
recycling, diversion, optimization of existing assets and obtaining additional facilities. The Collier
County Solid and Hazardous Waste Management Department(SHWMD) is committed to implementing
the ISWMS, which provides for environmentally sound and cost effective solid and hazardous waste
services to residents,businesses,and visitors.
The ISWMS specifically recommends additional recycling facilities in the intermediate term.This project
also has a nexus to two other components of the strategy; diverting recyclable and hazardous materials
from the county for recycling and/or proper disposal,and constructing the facility on county-owned land.
The proposed project provides for the construction of a new county-owned and operated recycling drop-
off center located east of the Collier County Fairgrounds on 39th avenue off Immokalee Road.The facility
will provide a convenient location for residents and small businesses in the northeast part of the county to
bring recyclable materials and household chemicals. This will allow household hazardous waste to be
collected,properly stored and shipped out of the county for proper recycling or disposal. This new facility
will enhance public safety, environmental stewardship, and public awareness of recycling and proper
hazardous materials disposal. The project will adhere to the guiding principles of environmental and
growth management compliance,airspace preservation,operational excellence and best value service.
The project was previously placed out to bid. After evaluation of the returned bids, staff saw
opportunities to redesign the facility to be more efficient and achieve possible cost savings.
The scope of work for RFP 14-6356 is for redesign and support services,including
• redesign of the Northeast Recycling Drop-off Center,
• a cost analysis of construction cost,
• completion of all permits,and
• construction service oversight.
The RFP was advertised on October 9, 2014. Email notices were sent to 1,458 firms with 51 vendors
requesting full packages. One response was received by the due date of November 10, 2014. A selection
committee met on December 17, 2014, and after review and discussion, selected Disney and Associates
by consensus.
Pursuant to the Board's Purchasing Ordinance Section 11: Procurement of Professional Services, the
Procurement Director affirms that this procurement complies with the CCNA requirements. Subject to
the Board's approval of this consultant, staff will negotiate a contract for approval by the Board at a
subsequent meeting.

FISCAL IMPACT: There is no fiscal impact associated with this action. Once negotiations are
completed and the contract approved by a future Board action, funding is available in, and is consistent
with,the FY2015 Capital Budget approved by the Board September 18, 2014.The source of funding will
be the Solid Waste Capital Fund(474).
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote
for Board approval.—SRT
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities.
RECOMMENDATION: That the Board of County Commissioners approve the selection of Disney and
Associates under Request for Proposal 14-6356, Redesign of the Northeast Recycling Drop-off Center,
and direct staff to negotiate a contract to bring back for approval at a subsequent Board of County
Commissioners meeting.
