EXECUTIVE SUMMARY Recommendation to approve a quote from the Conservancy of Southwest Florida to provide two (2) years of Shorebird Monitoring for four(4) Collier County beach renourishment projects, authorize the County Manager or his designee to execute the purchase order for a not to exceed amount of $29,600, and make a finding that this expenditure promotes tourism. OBJECTIVE: To provide Shorebird Monitoring for the Naples beach Renourishment (2013 and 2014), the Wiggins Pass Dredging (2013), the South Marco Beach Renourishment (2013) and the Marco Central Beach Re-grade (2015). CONSIDERATIONS: Starting in 2013 and continuing into 2015, the County has undertaken beach renourishment projects on Naples and Marco Island beaches, as well as a dredging project at Wiggins Pass. Each of these projects was permitted by the Florida Department of Environmental Protection (FDEP) and the Florida Wildlife Commission (FWC). A requirement contained in the permits is to provide a minimum of 2 years of shorebird monitoring following the projects, performed by an FWC approved company. Coastal Zone Management (CZM) contacted approved companies that provide these specialized services with two (2) providing responsive quotes and one (1) no bid. In addition, staff also contracted the Audubon Society and Rookery Bay to see if there was interest in providing this service. The Conservancy of Southwest Florida submitted the lowest responsive quote. As a value added incentive, the Conservancy of Southwest Florida has also agreed to train a CZM staff member to be approved by the FWC to perform Shorebird monitoring in the future at no additional cost. This will greatly benefit the County by having a trained monitor/surveyor on staff and will provide for cost savings in the future. This purchase order will be for a minimum of two (2) years and will provide Shorebird Monitoring for: • The Naples Beach Renourishment conducted in 2014. • The Vanderbilt,Park Shore and Pelican Bay Beach Renourishment conducted in 2013. • The Marco South Beach Renourishment conducted in 2013. • The Wiggins Pass Dredging conducted in 2013. • The Central Marco Beach Re-grading project to be completed in 2015. Services will include: • 20 surveys annually for two years per location at the discretion of CZM staff to align with FWC permit monitoring requirements and timeframes. • Annual reporting per location to satisfy FDEP and FWC permit conditions. All existing open PO's with the Conservancy of Southwest Florida for Shorebird Monitoring will be rolled into this new PO for ease of tracking and managing the monitoring/surveying tasks. FISCAL IMPACT: Funds in the amount of$29,600 are available in Tourist Development Tax Fund 195, Project No. 90536, County/Naples Beach. GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan related to this action. ADVISORY COMMITTEE RECOMMENDATIONS: At the December 11, 2014 Coastal Advisory Committee meeting this item was unanimously recommended for approval by a 5 to 0 vote. At the January 26, 2015 Tourist Development Council meeting this item was unanimously recommended for approval by an 8 to 0 vote. LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires majority vote for approval. These costs are based on 20 surveys being conducted at each location annually.If,for some reason,the frequency of one these one is required to increase due to permit requirements,the additional surveys would be charged on a per survey basis. The monitoring would be undertaken over two consecutive years. The survey requirements are specific for piping plovers but include documenting all shorebirds observed during the surveys. We estimate that this will take 2.5 to 3 hours per survey event including the travel to the sites and observation time. The report preparation and data compilation required by the agencies will include more time towards the end of the year so that the final report can be submitted by the December 1 deadline. We will coordinate with the County on a regular basis regarding survey results and respond to any questions they may have pertinent to the survey, data compilation, or the report. 1.
