EXECUTIVE SUMMARY
Recommendation to accept a status report regarding the staff review of prospective sites for the
Southwest Florida Soccer Foundation Soccer Complex.
OBJECTIVE: To advise the Board of the status of this project and receive Board direction as to how to
proceed.
CONSIDERATIONS: In December 2013, Mr. Jeff Butzke, representing the Southwest Florida Soccer
Foundation (SWFSF), presented a public/private partnership proposal to the Board where the County
would lease to the Foundation land sufficient to construct soccer fields, a training facility, and stadium in
exchange for the private group raising the funds to develop and operate each of the elements. The project
was proposed with the community-based intention of providing additional affordable opportunities for
local multi-sport team play. Staff was directed to work with SWFSF to identify prospective sites for such
a partnership.
Public Services Division staff and Mr. Butzke have met several times over the past year to review and
evaluate prospective sites. Mr. Butzke's original proposal envisioned the complex located at the current
Collier County Fairgrounds, but this was soon found to be unfeasible due to the long-term lease on the
property held by the Collier County Fair Board. In all, twenty-seven sites have been evaluated to date,
including County-owned properties, properties owned by other government agencies, and privately held
properties. In some cases staff or a SWFSF representative had cursory talks with the owners of non-
County-owned land, but in general the review was limited to internal dialog. Site characteristics evaluated
included ownership and encumbrances, size, location, accessibility, environmental concerns, zoning
actions required, availability of utilities, fit with the surrounding land uses, and attractiveness for
tournament play. Two lists of the sites reviewed have been made part of the agenda item package. One
includes details of acreage and zoning and notes; the other provides a matrix of the sites' feasibility based
on the criteria listed above.
The advantages to a partnership with SWFSF would be the ability to apply parks impact fees to other
projects by leveraging private funds for needed infrastructure, cost savings in Parks operations by
leveraging private funds to provide an amenity available to the public, and the ability to support tourism
development by providing facilities adequate to recruit tournaments to the area.
As the Board contemplated in December 2013, this should be a low-risk, high-benefit venture for the
County, wherein a carefully crafted lease agreement ensures that all capital assets revert to County
ownership in the event of non-performance and public access at affordable rates is guaranteed.
Given the inherent complexities in this site selection effort, coupled with an increased interest in Sports
Tourism and the need for expanded tournament facilities within the county, the Board may wish to direct
staff to conduct a thorough future needs assessment that will provide the county with complete
information on target sports and strategies that will produce additional beneficial impact on the local
economy. This could be accomplished through a consultant who would conduct a thorough inventory of
the sports facilities in Collier County, make recommendations on how to best package the attractiveness
of our community to the sports travel event industry combined with local sports offerings, present
estimates of the impact on the local economy, and also provide an analysis of what might happen if
modifications were made to one of or more existing facilities or if new facilities were planned.
FISCAL IMPACT: There is no direct fiscal impact associated with this executive summary.
