Agenda 02/10/2015 Item #10B 2/10/2015 10.B. EXECUTIVE SUMMARY Recommendation to approve a County matching contribution for the completion of the Freedom Memorial located at Fred W. Coyle Freedom Park. OBJECTIVE: To appropriate funds to be used to match private donations in order to complete the Freedom Memorial at Fred W. Coyle Freedom Park. CONSIDERATIONS: The Freedom Memorial is a monument located at Fred W. Coyle Freedom Park that was commissioned to commemorate the military, police officers, firefighters and emergency workers who were killed in the September 11, 2001 terrorist attacks. The granite clad memorial shaped like a waving flag has stepping stones representing each state, along the foundation of a six-foot wide, pentagon-shaped, brick pathway around the monument. Ground breaking for the Memorial was completed on September 29, 2009. The foundations for the US map and the US flag were completed in October 2009. A granite mock up edge was installed on the concrete foundation of the flag in February 2010. The pentagon pathway was completed in November 2010 with brick engravings being continually processed as new orders are received. In 2012, the monument was value engineered and a revised estimate of the project was established at $1.8M. Approximately $600,000 has been raised and collected through private donations and grants, with a remaining balance$1.2M required to complete the Memorial. Donations are being solicited a number of ways. They include allowing individuals to buy a brick with their name engraved and placed in the pathway; purchasing an engraved plaque for installation on the Memorial; or through purchase of tickets for a February 20, 2015 fundraising event. All of these funds will be used to complete the Memorial. In order to ensure the Memorial is completed timely, I am asking that the Board authorize a program to match private funds raised from this date forward (February 10, 2015) with a County contribution on a one to one basis. The County appropriated funds and donations would be deposited into the existing Freedom Memorial Trust Fund for use in completing the Memorial. LEGAL CONSIDERATIONS: As the owner of this project, Board funding for the project is appropriate. Accordingly, this item is approved as to form and legality, and requires majority vote for approval. -JAK GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action. FISCAL IMPACT: A dollar for dollar County matching contribution to the future private fundraising efforts to complete the Freedom Memorial could come from redirected project dollars in County Capital Fund (301) and reserves that exist for unanticipated projects in this fund. Depending upon the match amount, the General Fund could also provide a level of appropriation from other governmental appropriations generally reserved for contingency purposes and or unplanned projects that often surface during any one fiscal year. Based on the current estimate of$1.2M to complete the project,the estimated maximum County appropriation would be $600,000. Packet Page -28- 2/10/2015 10.B.
