EXECUTIVE SUMMARY Request that the Board of County Commissioners approve the use of $10,000 from the Confiscated Trust Funds to support the Marco and Naples Squadron(s) Civil Air Patrol. OBJECTIVE: To request that the Board approve the use of$10,000 to support the Marco and Naples Squadron(s) Civil air Patrol. CONSIDERATION: The Marco and Naples Squadron(s) Civil air Patrol by virtue of Section 932.7055 (5)(c) 1 Florida Statutes is seeking Board authorization for the appropriation of funds for support of the number of Coastal Patrol missions. The Marco and Naples Squadron(s) Civil air Patrol has applied to the Sheriff for appropriation. The CCSO requests Board approval to appropriate $10,000 to support the Marco and Naples Squadron(s) Civil air Patrol. Some of the purposes of the Marco and Naples Squadron(s) Civil air Patrol are: - Their operations recommend flying at least three missions per week to ensure proficiency and acceptable level of service to the citizens. The CCSO requests $10,000 from the Confiscated Trust Funds to be used to support their purposes. This support will benefit the Marco and Naples Squadron(s) Civil air Patrol mission. FISCAL IMPACT: A budget amendment is needed to recognize remittance for the Marco and Naples Squadron(s)Civil Air Patrol. GROWTH MANAGEMENT: None. RECOMMENDATION: That the Board of County Commissioners approves the budget amendment to appropriating $10,000 from the Confiscated Trust Funds for support the Marco and Naples Squadron(s) Civil air Patrol. Attached is a copy of their presentation 1 materials. The Board voiced their appreciation to the Civil Air Patrol for their aerial observation and reporting efforts,but did not provide any direct funding as the CAP requested.Further,the Board directed staff to seek grant or other funding opportunities that might meet the financial needs of the CAP to increase the number of Coastal Patrol missions. Collier County's Grant Services office is currently looking for any respective grant opportunities. The County Manager's office also suggested that I reach out to you to see if any confiscated fund resources may be available as well as any grant opportunities your staff could refer to us. Please explain in detail the reason you are requesting to sneak(attach additional paps If necessary): I am an Incident Commander for the Civil Air Patrol (CAP)representing both adult squadrons in Collier County. The Civil Air Patrol has enjoyed a long history in Collier County and the Country with respect to conducting a wide- array of support missions for our military, homeland security and community. We have a memorandum of understanding with the Bureau of Emergency Services and its Department of Emergency Management for missions and tasking(s)during emergencies. Civil Air Patrol in addition to state and local emergency missions operates a self-deployed or self-tasked mission to fly Wilderness Waterway Coastal Patrols. These waterway patrol missions allow our all volunteer pilots and emergency service personnel opportunities to maintain proficiency for emergency missions while serving as an aerial observation resource to guide boaters,hikers, and campers to safety via our air-to-ground communications. All emergency situations are coordinated with the Collier County Sheriffs 911 and Emergency Management. On many occasions,we have assisted local responders and the Coast Guard with locating lost kayakers,campers by guiding both parties to meeting locations in the vast 10,000 islands as an example. Guard any oil sheens,and improve our response-time to marine and aircraft distress beacons.We gained extensive experience flying countless missions during the BP oil spill providing invaluable aerial photography of the sheen and operations. We have been flying these local Waterway Wilderness Patrol Missions since 2000. At present this and other CAP operations are funded strictly by donations from local contributors. Because funding is limited,we can only fly approximately 30 patrols a year,which is less than one per week. Our operations recommend flying at least three missions per week to ensure proficiency and an acceptable level of service to the citizens. Such Wilderness and Waterway Patrol missions are supported In Sarasota and Charlotte counties via funding sources such as port and waterway authorities or marine fuel surcharges, based on our information. The cost for a 1.5-hour patrol flight is about 5200 dollars which covers aircraft maintenance and fuel only.CAP operates with ail volunteer crews at no cost. We are a tax-exempt organization within the State of Florida and have a not— for-profit status as chartered by congressional authority.
