EXECUTIVE SUMMARY
Recommendation to appoint a member to Conservation Collier Land Acquisition Advisory
Committee.
OBJECTIVE: To appoint one member to serve a three year term expiring on February 11,
2018.
CONSIDERATIONS: The Land Acquisition Advisory Committee was created by Ordinance
No. 2002-63. This 9-member committee's primary responsibility is to recommend to the BCC an
Active Properties Acquisition List with qualified purchase recommendations of environmentally
sensitive lands consistent with the goals of the Conservation Collier Land Acquisition Program.
Membership of the committee shall comprise broad and balanced representation including
environmental and conservation interests, agricultural and business interests, educational
interests, and general civic and citizen interests within the County. Members shall have
expertise, knowledge or interest in ecology, conservation of natural resources, real estate or land
acquisition, land appraisal, land management, eco-tourism or environmental education. Terms
are three years. A list of the current membership is included in the backup.
At its January 13th meeting,the Board directed my Office to advertise and bring back for a public
hearing an ordinance amendment that would reduce the number of members on this Committee
from 9 to 7, and reduce the quorum requirement to 4. The amendment has been advertised, and
an Executive Summary to amend the ordinance will be on the February 10th agenda.
There are currently five vacancies on this committee. The vacancies were advertised and
applications were received from the following interested citizens:

COMMITTEE RECOMMENDATION: Due to the current low membership leaving a lack of
quorum for conducting formal business, the committee is unable to make an official
recommendation. With the informal input of the committee, staff is recommending that Ms.
Calkins be appointed to fill a vacant three year term on this committee. Mr. Kezeske withdrew
his name from consideration. A recommendation memo is included in the backup.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Staff
Recommendation, and directs the County Attorney to prepare a resolution confirming the
appointment.

Yesterday,on 1/12/15,the Conservation Collier Land Acquisition Advisory Committee •
(CCLAAC)met in a public meeting and discussed one application received to fill five current
vacancies on the Conservation Collier Land Acquisition Advisory Committee. While there was
discussion in a public meeting,there was no official motion due to the fact that the CCLAAC • j
does not currently have enough members to achieve the required five-member quorum to make a
formal motion.Three out of four current members of the CCLAAC were present at the public
meeting and indicated support of this applicant.
Please be aware that one of the current member's terms will end on 2/11/15 (Tracey Dewrel'I), so
we will have another one vacancy by that time, for a total of six vacancies out of a current nine-
member committee,and a total of three sitting members remaining.
Staff is currently in the process of amending the Conservation collier ordinance to reduce the 1
number of members to the CCLAAC from 9 to 7, which will reduce the quorum requirements to
4 members. Should the ordinance amendment be approved and Ms.Calkins is appointed by the
BCC,the CCLAAC will once again be able to achieve a quorum with four members.

Pepper Ranch. My training as a Florida Master Naturalist and my experience with both the
