EXECUTIVE SUMMARY
Recommendation to adopt the attached Resolution approving the proposed rate schedules for the
Everglades Airpark,Immokalee Regional Airport and Marco Island Executive Airport for 2015.
OBJECTIVE:. To approve rate schedules for the Everglades Airpark(X01), Immokalee Regional Airport
(1MM),and Marco Island Executive Airport(MKY)for 2015.
CONSIDERATIONS: Ordinance 2010-10, Section Five C.6 states that the Authority has the power to
adopt by resolution a schedule of rates,fees,and other charges.
The Airport Leasing Policy, Section II,states that a"Rate Structure"updated and approved by the Authority
annually will serve as a guide when negotiating fees.
The primary changes to the attached updated rate schedules from the 2013 rate schedules, based on market
comparisons,current costs,or previously approved methodology,are:
• Hanger rental rates have been increased based on the Consumer Price Index CPI)per the standard t-
hangar agreement approved by the BCC on March 8,2011,Agenda Item 16 3.
• Office space rates have been increased based on CPI per signed lease agreements.
• MKY - Fees for Grass Tie-Downs have been added to the 2015 rate schedule. Grass Tie-Downs,
which were previously unavailable at MKY,will be added in 2015.
• MKY—An Annual Volume Discount Program has been added for large quantity purchasers of fuel.
• MKY—Ramp Fees have been revised to be based on the size of the aircraft rather than a flat rate of
$20 for all aircraft and will be waived for based customers or with minimum fuel purchase as
specified in the attached rate schedule.
• IMM—The price of AvGas has been increased$.02 per gallon.
• IMM-Volume discounts for Jet A fuel has been decreased slightly.
• IMM—Ramp Fees have been revised to be based on the size of the aircraft rather than a flat rate of
$20 for all aircraft and will be waived for based customers, single and multi engine airplanes, and
Avgas helicopters as is consistent with comparable airports within Florida or with minimum fuel
purchase as specified in the attached rate schedule.
• MKY and IMM - Tie-Down/Overnight Parking fees have been increased based on fees charged at
comparable airports.
• MKY and IMM—The price of Prist (jet fuel additive) has been increased from $0.05 to $0.10 per
gallon to cover the cost of the product.
• MKY and IMM - Lavatory Cart Service fee has been increased from $30 to $40 based on fees
charges at comparable airports.
• MKY and IMM - Aircraft Tow Fee has been increased from $25 to $40 based on fees charges at
comparable airports.
• X01 —Ramp fees have been eliminated as is consistent with comparable airports within Florida.
• X01 -After hours fee has been increased from$30 to$50 to cover the cost of providing this service.
• X01 —Bicycle rental rate has been increased from $4.72 to $5.66 per bicycle to eliminate rounding
issue associated with sales tax when multiple bicycles are rented and increase revenue slightly.
• Ramp fee revenue is projected to increase as a result of the proposed changes. The changes
at IMM are expected to be revenue neutral while the graduated sghedule at MKY will
produce enough incremental revenue to more than offset the modest loss in revenue at
X01.
n FISCAL IMPACT: Modest increases are expected in certain revenue line items. Impacted revenue
categories are expected to meet or exceed the FY2015 budget.
GROWTH IMPACT: There is no growth impact associated with this Executive Summary.

A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, ACTING
AS THE COLLIER COUNTY AIRPORT AUTHORITY,
APPROVING THE ATTACHED RATE SCHEDULES
FOR 2015 FOR THE EVERGLADES AIRPARK,
IMMOKALEE REGIONAL AIRPORT, AND MARCO
ISLAND EXECUTIVE AIRPORT.
WHEREAS, Airport Authority staff has recommended to the Board of County
Commissioners that the attached rate schedules for the Everglades Airpark, Immokalee
Regional Airport,and Marco Island Executive Airport be adopted for 2015; and
WHEREAS, the Board of County Commissioners, acting as the Collier County
Airport Authority, hereby accepts the recommendations of staff; and
WHEREAS, these rate schedules will remain in full force and effect until new rate
schedules are approved in December 2015 or later.
NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, ACTING AS THE
COLLIER COUNTY AIRPORT AUTHORITY,that the rate schedules attached hereto for
the Everglades Airpark, Immokalee Regional Airport, and Marco Island executive Airport are
hereby approved for 2015.
