EXECUTIVE SUMMARY
Recommendation to waive competition and authorize the purchase of certain fleet
parts, repairs and services for County vehicles and equipment from local Ford
dealerships on an emergency basis until contracts can be put in place and to
authorize purchases from the single-source supplier Wallace International Trucks
located in Ft. Myers.
OBJECTIVE: Obtain approval for the purchase of parts and repair services for County
vehicles from local Ford dealerships and Wallace International Trucks.
CONSIDERATIONS: The County is required to use original equipment manufacturer
(OEM) parts to preserve the warranties for each County vehicle, and in many cases,
component parts (i.e. suspension, drive trains and steering systems) are only available
from the original manufacturer. The County's current contracts expired in October 2014,
and the County's recent efforts to solicit vendors of OEM parts included pew language to
ensure compliance with grant agency requirements. Several major suppliers were
deemed unresponsive due to failure to adhere to these new grant requirements, leaving
the County without contracted suppliers of certain parts for critical equipment. Due to
these exigent circumstances and in the best interests of the County, staff is requesting that
the Board waives competition and authorizes purchases from the three local Ford
dealerships(Tamiami Ford, Sam Galloway Ford, and Coconut Point Ford)until such time
as competitively solicited contracts can be awarded.
Staff is currently working on a supplemental solicitation. As a stop gap measure, to
ensure continued operations of the County's fleet, the Procurement Director, in
accordance with the Purchasing Ordinance informal solicitation process, authorized the
purchase of parts up to $50,000 from the local Ford dealerships. The Board's Purchasing
Ordinance 2013-069 [Section Nine B (4)] allows for the waiver of competition if it is
determined that it is in the best interest of the County.
Additionally, Collier County owns 48 heavy International trucks, including fire trucks
and ambulances that are maintained by the Fleet Management Department. The only
authorized International Truck dealership in the local area to provide OEM repair parts,
and factory-authorized service is Wallace International Trucks in Fort Myers. The.
Procurement Director certifies that Wallace International Trucks located in Fort Myers is
a single source supplier and the only authorized dealer for International trucks, parts and
service in Collier County.
The Board's Purchasing Ordinance 2013-069 [Section Nine B (2)] allows for the waiver
of competition for single source purchases.
FISCAL IMPACT: Funds for repair parts and maintenance services are budgeted in the
Fleet Management Administration,Fund 521,operating budget.

LEGAL CONSIDERATION: This item has been approved as to form and legality and
requires majority vote for approval.-CMG
RECOMMENDATION: That the Board of County Commissioners approves Wallace
International Trucks as a single source provider of International truck parts; authorizes
purchases of parts and services not otherwise on approved contracts from Wallace
International Trucks for heavy equipment and vehicles; and, affirms staff's actions in
accordance with the Purchasing Ordinance; and authorizes the continued purchase of
OEM parts from local Ford dealerships until a contract is fully executed.
