EXECUTIVE SUMMARY
Recommendation to reappoint three members to the Collier County Code Enforcement Board, and
reclassify an alternate member as a regular member.
OBJECTIVE: To reappoint three members to the Collier County Code Enforcement Board, to three
year terms expiring on February 14, 2021, and reclassify an alternate member as a regular member to fill
the remaining vacancy.
CONSIDERATIONS: This seven-member board, plus two alternates, was established pursuant to
Chapter 162 of the Florida Statutes by Ordinance No. 07-44, as amended, and is composed of individuals
representing the occupations of architect, business owner, engineer, general contractor, subcontractor and
realtor, and who are considered for appointment based on their experience or interest in the areas of the
codes and ordinances to be enforced. Members are required to file a Form 1 Statement of Financial
Interest each year with the Supervisor of Elections. Terms are 3 years. This is a quasi -judicial board. A
list of the current membership is included in the backup.
Four seats on this board will expire on February 14, 2018. The pending vacancies were advertised and
applications were received from the following:

There are currently two alternate members on the Code Enforcement Board, Mr. Herminio Ortega and
Ms. Kathleen Elrod. In the absence of other applicants, one of the alternates may be reclassified as a
regular member to fill the remaining vacancy.
ATTENDANCE: During the past two years, Mr. Lefebvre has had two excused absences, Mr. Doino has
had four excused absences, and Mr. Kaufman has had no absences. Alternate member Herminio Ortega
has had two excused absences during the same time period.
STAFF RECOMMENDATION: As a quasi-judicial board no committee recommendation is required.
Staff recommends that Mr. Lefebvre, Mr. Doino, and Mr. Kaufman each be reappointed to their
respective seats on the Code Enforcement Board upon the expiration of their current terms, to new three -
year terms expiring on February 14, 2021, and also recommends that Mr. Ortega be reclassified from
alternate member to regular member. Recommendation memos are included in the backup.

RECOMMENDATION: That the Board of County Commissioners adopts the Staff Recommendation,
and directs the County Attorney to prepare a resolution confirming the reappointments and
reclassification.

Subject: Collier County Code Enforcement Board
Please be advised that as of February 15, 2018 there will be a vacancy for a
regular member on the Code Enforcement Board. In accordance with Ordinance
2007-44, Article II, Section 2, the Code Enforcement Board shall be comprised of
seven members and two alternate members. Mr. Herminia Ortega is a local
business man who resides in Collier County and has held a member seat as an
alternate on the Code Enforcement Board from March 28, 2017 to present. Mr.
Ortega during this time had two excused absences. We are requesting Mr.
Ortega to be reclassified from alternate to regular member to fill the remaining
vacancy on the CEB.
