EXECUTIVE SUMMARY
Recommendation to approve: (1) substantial amendments to Collier County's U.S Department of
Housing and Urban Development (HUD) Annual Action plan for FY2017-2018 and FY2016-2017
that reallocates funds from Bayshore CRA Sugden Pathway to Immokalee Fire District Land
Acquisition for New Station, adds a new Disaster Replacement Housing program, and increases
funding to the Collier County Housing Authority; (2) actions implementing the Action plan (accept
a termination of the Community Development Block Grant (CDBG) activity with Bayshore
Community Redevelopment Agency and approve a contract amendment with Immokalee Fire
District).
OBJECTIVE: To further administer the HUD entitlement funding to enhance affordable housing and
public improvement opportunities in Collier County and meet other defined needs for low to moderate
income persons
CONSIDERATIONS: HUD provides CDBG, HOME, and ESG funds to address program-specific needs
throughout the community. The Board of County Commissioners (Board) previously approved the
FY2017-2018 One Year Action Plan on June 27, 2017 -Item# 16D14. The FY2016-2017 One Year
Action Plan was approved on June 28, 2016.
Community and Human Services (CHS) staff have identified changes to various projects that need to be
made to more accurately reflect community needs. These changes require substantial amendments to both
the 2017-2018 and 2016-2017 Annual Action Plans. HUD regulations and the Five-Year HUD
Consolidated Plan require citizen participation whenever a substantial plan amendment is proposed. The
required notice was published in the Naples Daily News on December 23, 2017. The advertisement
identified a thirty-day public comment period from December 23, 2017 to January 23, 2018. As of the
agenda publication, no comments regarding the substantial amendments were received. Following
Hurricanes Irma and Maria, HUD issued a letter outlining certain regulatory relief waivers for some
specific program requirements. This amendment will enact some of those waivers.
The following substantial amendment changes are proposed to the FY2016-2017 & FY2017-2018 HUD
Annual Action Plan:
Amend Project: Project Name: Immokalee Fire District Land Acquisition for New Station
(CDBG-IDIS 561) Add $143,399
Modify scope as follows: Increase the amount of CDBG funding available for land acquisition for
a new Immokalee fire station from $350,000 to $493,399. This increase comes from re -allocated
CRA pathway project funds.
Remove Project: Project Name: Bayshore CRA Sugden Pathway (CDBG-IDIS 563)
$143,399
Remove this project from the FY2017-2018 Action Plan at the request of the Bayshore CRA and
reallocate the $143,399 in CDBG funds to the Immokalee Fire District land acquisition project.
Amend Project: Project Name: Collier County Housing Authority HVAC installation
(CDBG-IDIS 564) Add $150,000 from FY2016-2017
Modify scope as follows: Increase the amount of CDBG funding available for the installation of
HVAC systems in the Collier County Housing Authority units from $75,760 to $225,760;
utilizing $150,000 reprogrammed 2016-2017 CDBG funds.

Add HOME Project: Project Name: Disaster Replacement Housing - Construction of new
affordable housing (HOME $200,000)
This new Disaster Replacement Housing activity will be funded with previously unallocated
HOME funds as follows:
HOME PY2017 Unallocated funds $49,169.83
HOME PY2017CHDO Unallocated funds $73,755.77
HOME PY2016 CHDO Unallocated funds $71,949.45
Unallocated HOME Program Income $ 5,124.95
The required contract amendment to increase the Immokalee Fire District land acquisition by $150,000 is
included for approval.
FISCAL IMPACT: The proposed actions described in this executive summary have no new fiscal
impacts. The funding source for the grant awards is the CDBG and HOME grant. The Immokalee Fire
District Land Acquisition project is budgeted in the Housing Grant Fund (705), CDBG projects 33534,
33479, 33434, 33364, 33289 and the Collier County Housing Authority project is budgeted in the
Housing Grant Fund (705), CDBG projects 33534 and 33479. The new HOME Disaster Replacement
Housing activity will be budgeted in the Housing Grant Fund (705), HOME projects 33535 and 33480.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board approval. -JAB
GROWTH MANAGEMENT IMPACT: Acceptance and implementation of these amendments and
agreements further the Goals, Objectives, and Policies of the Growth Management Plan.
RECOMMENDATION: To approve substantial amendments to Collier County's HUD Annual Action

Immokalee Fire District Land Acquisition for new station, adds a new Disaster Replacement Housing
