EXECUTIVE SUMMARY
Recommendation to approve a product standardization with AstroTurf, Inc., as the product
provider for artificial turf, and award a standardization on this product(s) for ten (10) years under
Request for Information, Solicitation No. 17-7163, “Artificial Turf Standardization.”
OBJECTIVE: To approve the selected product and award to AstroTurf, Inc. for the Artificial Turf
Standardization under Request for Information No. 17-7163 for ten years.
CONSIDERATIONS: Hunden Strategic Partners (HSP) entered into a contract with Collier County in
fall of 2015 to perform a market and needs assessment for sports and special event infrastructure
throughout Collier County. The study identified a list of facilities that are needed throughout the County’s
recreation system. HSP assessed 28 sites including existing park sites, proposed park sites, and vacant
land possibly available for this use. North Collier Regional Park was determined to be the first location to
be converted to artificial turf.
On June 28, 2017, the Procurement Services Division released notices for a Call for Product Information -
Standardization in the form of Request for Information (RFI) No. 17-7163 to 1,131 vendors for the
selection of an artificial turf system that is to be standardized over a ten (10) year period. Fifty-Six (56)
solicitation packages were downloaded, and eight (8) submittals were received on August 7, 2017.
The Selection Committee met on October 5, 2017, and as described in the solicitation document,
reviewed the proposals submitted for compliance to minimum qualifications, product specifications,
required experience in South Florida, and for the appropriate references. Based upon a review of the
submittals, the short-listed firms were requested to submit Step 2, which included, oral presentations,
supplying product samples, demonstrations, field visits, and obtaining answers to additional clarifying
questions. Two firms were shortlisted and met the minimum qualifications, based on product information,
required experience in South Florida, and references as outlined in the solicitation. The Selection
Committee motioned and voted to receive oral presentations, demonstrations, and performed field visits
of fully installed systems from the two qualified firms, Field Turf USA and AstroTurf.
Field visits to Naples locations were conducted on October 12, 2017. Field Turf USA was inspected at
Barron Collier High School and AstroTurf was inspected at First Baptist Academy. Both field visits
included the selection committee, technical advisers, and the school’s field and maintenance manager.
The purpose of the field visits was to determine the wear of the products, maintenance, and the owners’
general satisfaction with these products.
The Selection Committee met on November 7, 2017, to receive oral presentations form Field Turf USA
and AstroTurf and make the recommendation of a qualified product(s) that meets the County’s overall
objectives. The two proposers were given questions and interviewed before a final ranking and product
selection was achieved. The Selection Committee recommended AstroTurf products.

ounces per yard square. The proposed in-fill product is Cryogenic Rubber and Silica sand at the
manufacturer approved weights and ratios for Rootzone 3D to a minimum depth of 1.46 inches. As an
alternate for infill, Z-Cap infill may be substituted for Cryogenic Rubber 2.0lbs sand/1.2lbs SBR- .5lbs Z-
cap mixed to increase surface cooling as an alternate. The estimate for this option is $18,000 additional
per soccer field based on the existing full-size soccer field, with a minimum of 10’ sidelines.
AstroTurf is qualified and has extensive experience in applying artificial turf systems; specifically,
products installed and under operation with locations in Southwest Florida. Staff recommends approval of
the order of preference and to allow the County to move forward with this standardization. Future
purchases will be brought back to the Board of County Commissioners (Board) for approval with a
negotiated agreement.
FISCAL IMPACT: The North Collier Regional Park Artificial Turf Conversion Project involving
conversion of four fields is presently in place with a current budget of $3,933,204. The budget is
provided within TDC Capital Projects Fund (758) Project No. 80359.
GROWTH MANAGEMENT IMPACT: North Collier Regional Park is inventoried in the AUIR for
Parks.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote
for Board approval. -SRT
RECOMMENDATION: To award Request for Information, Solicitation No. 17-7163, “Artificial Turf
Standardization,” to AstroTurf, Inc., as the product provider for Artificial Turf and award this
standardization for ten years. Future purchases will be brought back to the Board for approval with a
negotiated agreement.

1.0 INTRODUCTION
As requested by the Parks and Recreation Division (hereinafter, the “Division or Department”), the Collier County Board of
County Commissioners Procurement Services Division (hereinafter, “County”) has issued this Intent to Standardize with the
intent of obtaining Letters of Interest and Technical Specifications from interested and qualified vendors in accordance with the
terms, conditions and specifications stated or attached. The vendor, at a minimum, must achieve the requirements of the
Specifications or Scope of Work stated.
The County seeks to establish a brand, make, or model, and standardize on such for future related procurements .
By standardizing the County anticipates reductions in costs, more effective maintenance, training, integration, and economy o f
scale when making future purchases.
The results of this solicitation may be used by other County departments once awarded according to the Board of County
Commissioners Purchasing Policy.
2.0 BACKGROUND
Collier County Parks and Recreation Division has embarked on a program to upgrade its public park athletic soccer fields,
ultimately intending to increase the availability and overall usage of the park facilities. The County deemed standardization of
the artificial turf field for future projects to be in the best interest of the pu blic and staff. This Call for Product Information
intends to provide the pre-selection minimum criteria of the artificial turf system that is to be standardized. The information
presented within will be used to evaluate the submitted product information, a separate evaluation will be conducted on the
submissions determined to satisfy the minimum criteria as detailed in section 4.
3.0 TERM OF STANDARDIZATION
The standardization term, if an award is made is intended to be for ten (10) years.
4.0 STANDARDIZATION (PRODUCT AND/OR SERVICE) REVIEW PROCESS
4.1 The COUNTY will use a Selection Committee in the Standardization process.
4.2 The intent of the Step 1 is to review of the submittals received in response to the solicitation.
4.3 Based upon a review of the submittals, the short-listed firms will be requested to submit Step 2, which may include but not
limited to making oral presentations, providing product samples, demonstration or field visit, obtaining answers to
additional clarifying questions, etc.
4.4 The Selection Committee, based on Steps 1 and 2, shall make a decision on the selection of a qualified product(s) that
meets the County’s overall objectives.
4.5 At the conclusion of the selection process, a Notice of Recommend ed of Award will be posted and a request for approval
to the Collier County Board of County Commissioners will be made.

5.0 RESPONSE FORMAT
5.1 Cover Letter
Provide a cover letter, signed by an authorized officer of the firm, indicating the underlying philosophy of the firm in
providing the services stated in the Specifications Criteria. Include the name(s), telephone number(s) and email(s) of the
authorized contact person(s) concerning proposal. Submission of a signed Proposal is Vendor's certification that the
Vendor will accept any awards as a result of this RFI.
5.2 Company Experience and Capacity
In this tab, include but not limited to:
• Provide information that documents your company’s qualifications to produce the required deliverables,
including abilities, capacity, skill, and financial strength, and number of years of experience in providing the
required services.
• Describe the various team members’ successful experience in working on previous projects.
The County requests that the vendor submits no fewer than three (3) and no more than ten (10) completed
references from clients whose projects are of a similar nature to this solicitation as a part of their proposal. Provide
information on the projects completed by the vendor that best represent projects of similar size, scope and complexity of
this project. Vendors may include two (2) additional pages for each project to illustrate aspects of the completed project
that provides the information to assess the experience of the Proposer on relevant project work.

6.0 QUESTIONS

6.2 Proposers must clearly understand that the only official answer or position of the County will be the one stated on the

7.0 COMPLIANCE WITH THE SOLICITATION
7.1 Proposals must be in strict compliance with this SOLICITATION. Failure to comply with all provisions of the
SOLICITATION may result in disqualification.
8.0 AMBIGUITY, CONFLICT, OR OTHER ERRORS IN THE SOLICITATION
8.1 It is the sole responsibility of the Proposer if the they discovers any ambiguity, conflict, discrepancy, omission or other
error in the SOLICITATION, to immediately notify the Procurement Strategist, noted herein, of such error in writin g and
request modification or clarification of the document prior to submitting the proposal. The Procurement Strategist will
make modifications by issuing a written revision and will give written notice to all parties who have received this
SOLICITATION from the Procurement Services Division.
9.0 PROPOSALS AND PRESENTATIONS
9.1 The County will not be liable in any way for any costs incurred by any Proposer in the preparation of its proposal in
response to this SOLICITATION, nor for the presentation of its proposal and/or participation in any discussions,
negotiations.
10.0 DELIVERY OF PROPOSALS
10.1 All proposals are to be delivered before 3:00 P.M., Naples local time, on or before July 31, 2017 the Collier County
Procurement Services Division Online Bidding System website: www.colliergov.net/bid.
11.0 VALIDITY OF PROPOSALS
11.1 No proposal can be withdrawn after it is opened unless the Proposer makes their request in writing to the County. All
proposals shall be valid for a period of one hundred eighty (180) days from the submission date to accommodate
evaluation and selection process.
12.0 RESERVED RIGHTS
12.1 Collier County reserves its right in any solicitation to accept or reject any or all bids, proposals or offers; to waive minor
irregularities and technicalities; or to request resubmission. Also Collier County reserves the right to accept all or any pa rt
of any bid, proposal, or offer, and to inc rease or decrease quantities to meet the additional or reduced requirements of
Collier County. Collier County reserves its right to cancel, extend or modify any or all bids, proposals or offers; to award
to one or more vendors; to award all or part of a so licitation; and to award by individual line items when it is deemed to be
in the best interest of the County. Collier County reserves its right to reject any sole response.

Attachment A – Specifications Criteria
Detailed Scope of Work
Definition of Turf System: The turf system as referred to in this scope consists of the following
components:
Synthetic Grass- the turf carpet consists of polyethylene monofilament fibers that are tufted into
the porous backing.
Infill- spreads between the turf fibers forming the field surface. Athletes come into direct contact
with this material.
Backing- permanently holds the fibers in place using a polypropylene fabric primary backing and
heat-activated urethane coating secondary backing.
Glue, thread, paint, seaming, field markings, and other materials necessary to provide a fully
functional play surface.
The sub drainage system is not considered to be part of the Turf System.
A. Manufacturer Qualifications: Company specializing in manufacturing products specified in this
section. The turf contractor and turf manufacturer:
a. Experienced in the manufacture and installation of infilled, spined and ridged
monofilament artificial grass systems for a minimum of three years. This includes the use
of spines and ridged monofilament fiber, backing, the backing coating, and the
installation method.
b. Manufacturer must own and operate its own manufacturing plant. Manufacturing the
fiber, tufting of the field fibers into the backing materials and coating of the turf system
must be done in-house by the turf manufacturer.
c. Manufacturer must have ISO 9001, ISO14001, and OHSAS 18001 certifications
demonstrating its manufacturing efficiency with regards to quality, environment, and
safety management systems.
d. The manufacturer must have a minimum of at least five (5) installations within the
Southwest Florida region to be considered for selection under this Call for Product
Information & Demonstration.
B. Installer Qualifications: Company must specialize in performing the work of this section in the
Southwest Florida region and provide competent workmen skilled in this specific type of
synthetic grass installation.
a. The designated Supervisory Personnel on the project must be certified, in writing, by the
turf manufacturer as being competent in the installation of the specified monofilament
material, including sewing seams, and proper installation of the infill mixture.
b. The installer must be both certified by the manufacturer and licensed.
c. The installer supervisor must have a minimum of (5) years of experience as either a
construction manager or a supervisor of synthetic turf installations in the Southwest
Florida region.
C. Quality Control in Manufacturing
a. Manufacturer must own and operate its own manufacturing plant. Manufacturing the
fiber, tufting of the field fibers into the backing materials and coating of the turf system
must be done in-house by the turf manufacturer.
i. Outsourcing of these major processes is unacceptable.

b. The manufacturer must have full-time in-house inspectors at their manufacturing plant
that are experts in industry standards.
c. Primary backing is inspected by the full-time certified in-house inspectors prior to tufting
begins.
D. Quality Control in Fiber Manufacturing
a. The master batch must include a UV stabilizer.
b. UV protection must include the following:
i. Primary antioxidants
ii. Secondary antioxidants
iii. UV stabilizers
c. Each finished fiber must have at least (6) inner face support ridges and (10) outer face
support ridges.
E. Specifications Criteria
a. Synthetic turf athletic surfacing system
b. Application
i. Soccer/Multi-purpose Field
1. Soccer is the primary sport for the soccer/multi-purpose field
2. The field shall also accommodate lacrosse, field hockey, and various
other sports
c. Materials & Products
i. All components and their installation method shall be designed and manufactured
for use on outdoor athletic fields used for soccer. The materials as hereinafter
specified, should be able to withstand full climatic exposure in the Southwest
Florida region, specifically, Collier County, Florida, where the field will be
located, be resistant to insect infestation, rot, fungus and mildew; it shall also
withstand ultra-violet light and heat degradation, and shall have the basic non-
clogging characteristic of vertical flow through drainage allowing free movement
of surface runoff vertically through the turf where such water may flow to the
underdrainage system.
ii. Artificial turf system shall possess heat reduction qualities for the field.
iii. The adhesive bonding and sewn seams of all system components shall provide a
permanent, tight, secure, and hazard free athletic playing surface. All inlaid lines/
markings/ logos/ sewn seams shall remain in place throughout the duration of the
warranty period.
iv. The field shall consist of inlaid lines/ markings/ logos/ sewn seams for soccer.
v. Artificial grass system materials shall consist of the following:
i. Carpet made of “spined/or ridged” monofilament polyethylene fibers tufted
into a fibrous, non-perforated, porous backing.
ii. Infill: Mixture of graded sand and cryogenic rubber crumb that partially
covers the carpet. The top infill layer shall be extruded mineral composite for
the purpose of heat reduction qualities for the field; however, alternative field
cooling technologies will be considered. Furthermore, proposed infill
alternatives shall possess properties that avoid infill migration to the fullest
extent possible.
iii. Glue, thread, paint, seaming, fabric, and other materials used to install and
mark the artificial grass monofilament.
d. The artificial grass monofilament shall have the following properties:

*** The length of grass fiber (pile height), the gauge/spacing between adjacent rows of the fibers (stitch
gauge), and the depth of the infill in the product are patented under specific dimensional ratios. A
competitor’s product will infringe on U.S. Patent No. 6,723,412 if the offered, sold, and/or installed
product has a fiber height which is at least two times the spacing between adjacent rows of fibers and if
the depth of the infill is substantially 2/3 the height of the fibers. It should be noted that the requirements
provided within this Call for Product Information provide a basis for the artificial turf system and any
proposed artificial turf system submissions that infringe upon a patent will not be considered further. It is
the responsibility of the individual purveyor to be familiar with the limitations of existing turf system
patents. Vendors are encouraged to provide submissions that are comparable to the specifications set forth
within this document despite several product attributes falling outside the range of the minimum
preselection specification criteria.***

e. Carpet: spined and/or ridged monofilament 100% polyethylene UV stabilized fibers
tufted into a primary backing with a secondary backing.

i. Primary Backing: a double-layered polypropylene fabric treated with UV
inhibitors.
ii. Secondary Backing: an application of porous, heat-activated urethane to
permanently lock the fiber tufts in place.
iii. Perforated (with punched holes) carpet backings are unacceptable.

i. All colored inlaid lines, sports markings, numbers, and logos shall be made of the same
exact monofilament fiber material as specified for the field turf carpet and shall be cut in
and glued or “inlaid”.
j. Infill Materials: The infill materials shall consist of a resilient layered granular system,
comprising selected and graded sand and cryogenically hammer-milled SBR rubber
crumb with a top layer of extruded mineral composite.
i. Artificial grass systems without cryogenically processed SBR rubber and a top
layer of extruded mineral composite is not acceptable unless an alternative field
cooling technology is proposed.
ii. The sand component of the infill must represent a minimum of 51% or more of
the total infill, by weight.
iii. Sand Infill: must comply with the following characteristics:
1. Shall be graded, dust-free silica sand.
2. Average particle size between 20 and 30 mesh (calculated based on
summing the midpoint of sieve pan fractions times the percent
retained on given screen fractions).
3. Shall be rounded as to minimize abrasion to the athlete and synthetic
grass fibers.
4. Average particle shape > 0.4 on the Krumbien scale
5. Particle structure predominantly single grain
6. Produce <0.4% -50M in API crush test at 80 psig
iv. Cryogenically ground SBR Crumb Rubber
1. Granules shall contain minimal dust or contaminants and shall be
derived from the cryogenically hammer milled processing form of
recycled tires.
2. Color shall be substantially black.
3. The clean, uniformly sized particles shall be consistent in shape and
particle size distribution.
4. The particles shall resist abrasion in high traffic and excessive wear
applications and provide stability to artificial turf applications.
5. The particles shall be processed and sized under rigid specifications
and manufacturer’s statistical and quality control assurance program.
6. Particles shall be structurally pure and consistently uniform in size
distribution for predictable performance.
7. SBR Crumb Rubber Certification: the manufacturer shall provide in
writing that they maintain an ongoing quality control program

meeting all the standards of the STC Guidelines from CRI Used in
Synthetic Turf Fields and capable of meeting all specifications
described herein.
a. Crumb Rubber Infill Certification shall include type and origin
of raw material (certify that it comes from tires), production
facility, production method, fiber content (%), and (CRI)
sieve/gradation analysis.
k. Inlaying Material:
i. Adhesive for inlaying lines and markings shall be a two-component fast set
urethane adhesive obtained from a single manufacturer and be equivalent to
Ultrabond Turf PU 2K as manufactured by Mapei Corporation, or one-part
moisture-cured polyurethane obtained from a single manufacturer and be
equivalent to 34-G as manufactured by Synthetic Surfaces, Inc.
ii. Seaming Tape: Tape for securing inlaid lines shall be high quality tape made
with a minimum roll width of twelve inches (12”).
l. Warranty
i. The warranty coverage shall not be prorated nor place limits on the field’s annual
usage.
ii. The Turf Contractor and/or Turf Manufacturer shall provide an eight (8) year
Warranty from the date of substantial completion of each field supported by a
prepaid, third party insured, eight (8) year warranty, from an A-rated domestic
insurance carrier, which warrants the usability and playability of the artificial turf
system for its intended uses. Letters of credit are not acceptable.
iii. The Turf Contractor and/or Turf Manufacturer must verify that their onsite
representative has inspected the installation and that the work conforms to the
Turf Manufacturer’s requirements.
iv. The Warranty must have the following minimum characteristics:
1. Provide full coverage for a minimum of eight (8) years from the date of
substantial completion.
2. The turf fabric shall not lose more than an average 2% per year and not
be limited to the amount of annual usage.
3. Shall guarantee the availability of replacement material for the synthetic
turf system installed for the life of the warranty, including items that are
no longer serviceable to maintain a serviceable and playable surface.
4. The warranty shall be all encompassing of the turf system including, but
not limited to, the fibers, backing, adhesives, infill, tape and logos.
5. The Warranty shall include general wear including goal creases(s) and
damage caused by UV degradation.
6. The Warranty shall specifically exclude vandalism and acts of God
beyond the control of the owner or the manufacturer.
7. Covers defects in the installation and poor workmanship, and further
warrant that the installation was done in accordance with both the
Manufacturer’s recommendations and any written directives of the
Manufacturer’s onsite representative.
8. Shall NOT be limited to just the repair or replacement of affected areas.
Shall include all necessary materials, labor, transportation, removals, and
disposal costs to complete repairs or replacement.
9. The synthetic grass turf must maintain an ASTM F1936 G-max of less
than 200 for the life of the Warranty.

10. Any repairs or service to the field requested by the Owner or the
Owner’s representative shall be addressed within seven (7) days from the
date of written notification.

associated stance on irrigating the proposed artificial turf field.
h. Provide typical maintenance costs associated with the system.
i. Artificial Turf Field Specification Guideline values outlined in the table above
(specification and/or cut sheets with comparable values highlighted for ease of
reference).
j. Anticipated project timeline for implementation of one, two, three, and four fields.
k. List of (5) similar existing (in play) installations in the South West Florida region using
the same artificial turf system including the Owner representative and their telephone
number.
l. Warranty Information
m. Letter stating the products expected useful life under normal use conditions defined in the
manufacturer’s warranty.
n. A letter certifying that the products meet or exceed the specified requirements herein. If
the product does not meet any of the specified requirements herein, the letter shall
address which requirements are not met and why, or supporting information as to why
you believe it isn’t necessary in the submitted turf system.
o. A letter certifying that the products meet or exceed the specified requirements from the
turf manufacturer that lead or lead chromate are not used in the manufacturing of the
specified system.

p. Estimated cost per square foot of artificial turf system. Provide what is included,
excluded, and any assumptions made in the estimated cost figure.

s. The associated costs for the manufacturer’s recommended turf maintenance equipment.
