Therefore, staff recommends award of the printing 75,000 copies of the 2018 Visitor Guide to the lowest bidder in six all of the seven alternative quantities and bindings, Publication Printer Corporation, Denver CO. (Steve Carnell, Department Head, Public Services Department) 01/23/2018 EXECUTIVE SUMMARY Recommendation to accept a report regarding current public access opportunities at Collier County beach sites and authorize staff to initiate a feasibility study for the development of a parking structure and related beach access improvements at Clam Pass Park. OBJECTIVE: To update the Board of County Commissioners (Board) regarding the current status (i.e., amenities, capacity) of the County’s beach parks and access points and discuss possible opportunities to expand or optimize access. CONSIDERATIONS: On December 12, 2017, the Board approved a four-year extension of the interlocal agreement with the City of Naples to maintain the long-standing arrangement wherein City and County residents may park for free at City and County beaches. That discussion invoked comments and questions regarding the County’s current beach access capacity and staff was asked to prepare this presentation for Board consideration. The County presently operates and maintains seven beach park facilities and nine beach access points. Collectively, these sites include nearly 1,700 parking spaces and attract nearly 1.2 million visitors annually. Staff will present the enclosed PowerPoint presentation to the Board for consideration and discussion. While many of the potential strategies are still under evaluation staff is recommending that the Board move forward with a feasibility study regarding the development of a parking structure and related beach access improvements at Clam Pass Park. FISCAL IMPACT: There is no fiscal impact associated with this report. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this report. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issue, and requires majority support for any Board action. -JAK RECOMMENDATION: To accept the report regarding current beach access at Collier County beach sites and authorize staff to 1) initiate a feasibility study for the development of a parking structure and expansion of the boardwalk at Clam Pass Park; 2) Investigate the possibility of assuming management of Delnor Wiggins Pass State Park; and 3) Bring other potential improvements to beach access forward as part of the five year update to the Parks Master Plan.
