PROCEDURE TO PETITION THE BOARD OF COUNTY COMMISSIONERS
Public Petitions are limited to a single speaker, with a maximum time of ten
minutes. Generally the Board will not take action on public petition items on the
day the petition is presented, but may direct staff to take action, or bring back the
item to the Board at a future date for consideration. If the subject matter is
currently under litigation or is an on-going Code Enforcement case, the Board will
hear the item but will not discuss the item after it has been presented.
The County Manager may defer scheduling a public petition for a reasonable
period of time to allow sufficient time for staff to review the content and thus
prepare for questions from the Board.
Individuals wishing to petition the Board of County Commissioners should present
such a request in writing to the County Manager a minimum of 13 days prior to the
Board meeting date on which the public petition is requested to be heard. The
written request should be on the following form and include any exhibits and/or
backup material that may be pertinent to the petition.
It should be noted that your request and all materials submitted will become public
record and will be retained for that purpose.

I wish to bring to the Commission a petition to purchase two properties on Capri
Boulevard (145 and 135) that flank the small Capri Park. These properties would
provide a much needed (non-paved) parking area and additional park amenities to
meet the changing needs of residents and visitors. The park consists of one bocce
court and a small play yard for preschoolers. The bocce league has grown from 10
members in 2004 to nearly 100 currently. Players are primarily seniors. Most
bocce park users have to drive to the court (some traveling 1.5 miles) to transport
the bocce equipment. Walking is not an option for most. Players are regularly
parking on private property and county right-of-ways. There is also a need for
additional park equipment to meet the needs of increasingly younger families.

We are asking the Commission to secure the two properties mentioned above
before they are sold to someone else. Both are on the market currently and at a
reduced cost. The property with the duplex is being listed at land value only. The
building needs to be removed. The other property is a vacant lot. Both properties
are inland with water views that would appear to be of value to the County.

There have been a series of informal meetings with Collier County Parks and Recreation
Department staff to discuss issues of concern regarding Capri Park. 1) There is no parking
available for the neighborhood park forcing residents and visitors to park illegally and
dangerously. 2) The changing demographics in the community require expansion of
recreational amenities. 3) An organized Bocce League of approximately 100 players currently
uses the single court in Capri Park and have no place to park. 4) The adjacent duplex used
primarily for storage is an eyesore next to the park.
The Director, Barry Williams invited a small group of residents to share these concerns with his
Advisory Board on June 21, 2017. We were encouraged by the Board to pursue the expansion
of Capri Park (the smallest in Collier County). Mr. Murdo Smith challenged us to look into more
than just the immediate adjacent property (145 Capri Blvd.) to also include 135 Capri Blvd. that
is now for sale. Mr. Smith noted that had these properties been available when Capri Park was
built, additional space would have been acquired to allow for parking. Currently, it is feasible
that both properties might be purchased in total for under $400,000, to include removing the
existing duplex on 145 Capri Blvd. Although inland, both properties have a water view making
them a good investment.
The Parks and Recreation Advisory Board recommended that we petition the residents of the
community and bring back at least 100 signatures supportive of park expansion. Even though
the petition was done at the peak of “Off-Season,” we secured 234 signatures in a matter of a
few weeks. We had planned to present the petition to the Commission at their regular meeting
on September 12, but Hurricane Irma intervened.
Capri Realty owner Jeri Neuhaus has offered to donate her services for preparing the purchase
contract (Real Estate services) pro bono. She has also spoken with the owner of 145 Capri Blvd.
and the realtor of 135 Capri Blvd.

Capri Park Expansion Petition: August 2017
We, the residents of Isles of Capri subdivision, petition Collier County Department of Parks and
Recreation to purchase properties on Capri Boulevard to expand the Capri Park. These properties would
provide much needed parking and additional park amenities. Capri Park is the sole public recreational
amenity in our subdivision.
Capri Park is used not only by the Capri Bocce league (which has grown since 2004 to approximately 100
members including substitutes), but also by families with children and grandchildren who play on the
limited park equipment. Because of the weight of bocce equipment (which cannot be stored on-site)
and the senior status of most of the Bocce players, walking to and from the park is not a viable option.
As a result parking has occurred regularly on private property or in the Collier County right-of-ways. If
the adjacent properties currently are sold, there will be no parking available at all.
Currently there is only one swing set, a small jungle gym for very young children, a toddler’s slide, and
two spring loaded rocking horses. With more families and more children calling Isles of Capri home,
additional recreational opportunities are certainly warranted.
We are requesting that the County consider pursuing the possible purchase of:
1) 145 Capri Blvd.
2) 135 Capri Blvd.
