EXECUTIVE SUMMARY
Recommendation to approve an Assumption Agreement and Second Amendment to a Commercial
Aviation Operations License Agreement between the Collier County Airport Authority and Career
Aviation Flight Training and Aircraft Rental, Holding, LLC., relating to operations at the Marco
Island Executive Airport.
OBJECTIVE: To recognize a successor licensee under the Commercial Aviation Operations License
Agreement currently with Career Flight Training and Aircraft Rental, Inc., and amend the Agr eement to
allow expanded services at Marco Island Executive Airport (MKY).
CONSIDERATIONS: The Collier County Airport Authority (Authority) entered into a Commercial
Aviation Operations License Agreement with Career Flight Training and Aircraft Rental, Inc.,
commencing January 15, 2015 (January 13, 2015, Agenda Item 16G3) to conduct flight training, aircraft
rental, and aerial sightseeing tours at MKY.
On March 24, 2015, Agenda Item 16G1, the Authority approved the First Amendment to the Licensee
Agreement to correct the square footage of the office space and add standard provisions for late payment
fees.
The Licensee has made a written request to perform aircraft maintenance activities in addition to the
previously approved activities under the amended Agreement. There are currently no aircraft
maintenance facilities at MKY. The addition of these services will expand the services available at the
airport, and possibly increase traffic at MKY.
Additionally, the officers and stockholders of Career Flight Training and Aircraft Rental, Inc., have
formed Career Aviation Flight Training and Aircraft Rental, Holding, LLC., and have asked that the
newly formed LLC become the successor Licensee under the Agreement. The Licensee has been in good
standing with the Authority and staff does not object to this assignment or the Second Amendment to the
License Agreement.
FISCAL IMPACT: Funds received in association with the Agreement, as well as any additional revenue
generated by these activities, shall be deposited into Airport Authority Operating Fund (495), Marco
Island Executive Airport Cost Center (192370).
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this
item.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney. I am advised by
staff that Career Aviation Flight Training and Aircraft Rental, Holding, LLC, is fully-licensed by the
FAA to conduct aircraft maintenance activities. Accordingly, this item is approved as to form and
legality, requiring majority vote for approval. -JAK
RECOMMENDATION: To approve and authorize the Chairman to execute the attached Assumption
Agreement and Second Amendment to Commercial Aviation Operations License Agreement between the
Collier County Airport Authority and Career Aviation Flight Training and Aircraft Rental, Holding, LLC.
