EXECUTIVE SUMMARY
Recommendation to waive competition and approve Dobbs Equipment, LLC, as a single source
vendor for fleet parts, repairs, and services for John Deere, Hitachi, and BOMAG heavy equipment
for the period FY 2018 through FY 2022.
OBJECTIVE: To efficiently maintain County equipment through an approved network of vendors and
dealerships for parts, supplies, and services.
CONSIDERATIONS: Collier County owns several John Deere and BOMAG heavy equipment items
used to maintain the County’s roads and storm water management system. The only local authorized
dealer for parts, repairs, and services of these equipment items is Dobbs Equipment, LLC, based on
geographic service/distribution territories. Attached to this agenda item is a December 6, 2017, letter
from John Deere/Hitachi’s Worldwide Construction & Forestry Division, stating that Dobbs Equipment is
the authorized John Deere & Hitachi Construction Equipment Distributor for Central and South Florida;
and that it maintains the replacement parts and trained technicians to provide support for those equipment
brands. Also attached is a December 1, 2017 correspondence from BOMAG America, Inc., stating that
Dobbs Equipment is BOMAG’s sole distributor of heavy compaction equipment for Collier County.
Goods and services purchased from Dobbs Equipment, LLC, are expected to exceed $50,000 annually.
Board authorization is required for the waiver of the competitive process and the declaration of single
source providers with purchases above $50,000. Staff requests that the Board waive competition and
approve Dobbs Equipment, LLC, as a single source vendor for fleet parts, repairs, and services from FY
2018 through FY 2022, with Procurement Staff annually reviewing the John Deere, Hitachi, and BOMAG
distribution system.
FISCAL IMPACT: Funds for Fleet Management service requirements are budgeted annually in the
Fleet Management Fund 521 operating budget. Total expenditures under this single source agreement are
estimated at $95,000 annually.
GROWTH MANAGEMENT IMPACT: No Growth Management Impact is associated with this
action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority
vote for Board approval. -SRT
RECOMMENDATION: To waive competition and approve Dobbs Equipment, LLC, as a single source
vendor for John Deere, Hitachi, and BOMAG heavy equipment parts, repairs, and services for the period
FY 2018 through FY 2022.

must be submitted to the division’s Procurement Strategist for any procurement, without competition, in excess of $3,000.
Waiver requests greater than $50,000 will require approval by the Board of County Commissioners.
Sole source refers to a procurement where the selection of one particular supplier to the exclusion of all others may be based
on a lack of competition, proprietary technology, copyright, warranty or a supplier’s unique capability.
Single source refers to a procurement directed to one source because of standardization, warranty, or other factors, even
though other competitive sources may be available.

inventory of replacement parts and a staff of factory trained technicians to provide services and support
to users of John Deere and Hitachi Construction Equipment.
On occasion other parts suppliers have attempted to represent themselves as suppliers of genuine John
Deere and Hitachi parts. Please be advised that John Deere and Hitachi parts are sold only through
Authorized distributors. John Deere and Hitachi Construction Equipment Companies do not provide
other suppliers with design specifications, nor authorize any other manufacturer to make or distribute
current John Deere or Hitachi replacement parts.
