EXECUTIVE SUMMARY
Recommendation to accept an FY17-18 Federal Transit Administration (FTA) Section 5310 Grant
award in the amount of $345,921, authorize the necessary budget amendments, and approve the
purchase of three (3) paratransit vehicles and radios using those funds.
OBJECTIVE: To leverage federal and state grant funds to purchase three (3) replacement paratransit
vehicles and radios.
CONSIDERATIONS: On December 13, 2016, (Agenda Item# 16D14) the Board of County
Commissioners (Board) approved the submittal of an FY17-18 FTA Section 5310 grant application for
the purchase of three (3) replacement paratransit vehicles and radios, as well as one (1) expansion
paratransit vehicle. On November 30, 2017, Collier Area Transit (CAT) received notification of award
from the Florida Department of Transportation (FDOT) for three (3) replacement vehicles and three (3)
radios.
The paratransit system maintains a capital replacement schedule for vehicles recommended and scheduled
for replacement by Fleet Management. The vehicles being considered for replacement have met FTA’s
vehicle end of useful life criteria, and are identified in the Vehicle Replacement Plan in the 2015
Transportation Disadvantaged Service Plan Major Update. These paratransit vehicles will be purchased in
FY18 through the FDOT Vehicle Procurement Program, a State of Florida contract, which assists transit
agencies with technical assistance and guidelines for vehicle procurement. It also provides opportunities
to procure certain transit vehicles at the lowest possible prices using a combination of FY 17-18 FTA
Section 5310 grant funds and local matching funds.
Each year the Florida Vehicle Procurement Program (FVPP) assists transit agencies in purchasing transit
vehicles in the most economical way possible. This procurement program is managed by the FDOT and
administered by the Center for Urban Transportation Research. The FVPP contract was authorized for use
by the Board on September 8, 2015, (Agenda Item# 16E5); this Board action authorized the County
Manager to use State of Florida contracts, agreements, and price lists for the efficient purchase of goods
and services for the delivery of public services, which is consistent with County’s Purchasing Ordinance.
The FTA Section 5310 Grant requires a 10% local match. The County is required to write a purchase
order equaling ten percent (10%) of the total cost of the vehicles and the radios. The remaining ninety
percent (90%) of the total cost for the vehicles is covered by purchase orders written by FDOT using the
awarded FTA FY17-18 5310 grant funds.
FISCAL IMPACT: The total FTA 5310 award passed through FDOT totals $345,921 as shown below:

Budget amendments are required within Transportation Disadvantaged Grant Fund (428) in the amount of
$8,400 and Transportation Disadvantaged Match Fund (429) in the amount of $35,642. Match funds are
available from a combination of auction proceeds ($12,635) and a transfer from Transportation
Disadvantaged Fund (427) Reserves ($23,007). Reserves are supported by the annual budget transfer of

General Funds (001). Note that only the local match portion for vehicles of 10% or ($33,542) is
appropriated due to the mandated use of the Florida Vehicle Procurement Program in which FDOT pays
the vendor directly for the federal and state match shares.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact.
LEGAL CONSIDERATIONS: This item has been approved for form and legality and requires a
majority vote for Board approval. -JAB
RECOMMENDATION: To approve the FY17-18 FTA Section 5310 grant award and authorize the
necessary budget amendments to use local funds for the required match for the purchase of three (3)
replacement paratransit vehicles and three (3) radios.
