EXECUTIVE SUMMARY
Recommendation to accept a grant award from the Florida Fish and Wildlife Conservation
Commission (FWC) in the amount of $3,675 for the purchase and delivery of three (3) Bearsaver
Trash Receptacles for three (3) Collier County park sites located in Immokalee.
OBJECTIVE: To purchase and install three (3) Bearsaver Trash Receptacles in three (3) Collier County
park sites located in Immokalee to support the Bearwise Grant Program.
CONSIDERATIONS: The FWC has been providing incentive funds to local governments for reducing
human-bear conflicts using proceeds from sales of the Conserve Wildlife license plates for over a decade .
During Fiscal Year 2017-2018 (July 1, 2017 to June 30, 2018), FWC will provide $515,000 to assist local
governments in reducing human-bear conflicts by using funds appropriated by the Legislature and
approved by the Governor from the 2015 bear hunt permit sales and other revenues, as well as sales of the
Conserve Wildlife license plates. At least $300,000 of these funds must be provided to local governments
that have ordinances in place requiring trash and other bear attractants be kept secure by residents and
businesses.
On November 14, 2017 (Item# 16D10), the Board of Collier County Commissioners approved the
submittal of an after-the-fact grant application to the FWC for $3,675. The Collier County Parks and
Recreation Division received notification of the grant award on December 6, 2017.
FISCAL IMPACT: The total anticipated cost of the project is $9,135. FWC will fund up to $3,675 for
the purchase and delivery of the receptacles. The cost share minimum requirement is 10%. The Bearwise
Grant Program allows for match in the form of in-kind through monitoring the effectiveness of the
receptacle and waste management service fees. The Division estimates these in-kind services at $5,460 or
approximately 60%, all of which is budgeted in FY18 General Fund.
GROWTH MANAGEMENT IMPACT: There is no the Growth Management impact.
ADVISORY BOARD RECOMMENDATION: The Parks and Recreation Advisory Board (PARAB)
approved this item (VIb) at their November 15, 2017 regularly scheduled meeting.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality and requires majority vote for approval. -JAK
RECOMMENDATION: To authorize the Chairman to accept a grant award from the FWC in the
amount of $3,675 for the purchase and delivery of three (3) Bearsaver Trash Receptacles for three (3)
Collier County park sites located in Immokalee and authorize any necessary budget amendments.
