EXECUTIVE SUMMARY
Recommendation to accept a donation from the Friends of the Collier County Museum of gift shop
inventory valued at $8,180.95 and allow the Friends to resume collection of the donation box
revenues at Museum locations.
OBJECTIVE: To make changes to the working relationship between the Collier County Museums and
the Friends of the Collier County Museums for the mutual benefit of each organization.
CONSIDERATIONS: The Friends of the Collier County Museum is an independent 501(c)3 non-profit
entity whose mission is to provide financial support to and advocacy for the Collier County Museums.
Historically the Friends of the Collier County Museum have run the gift shop at the Collier Museum at
the Government Center and used the proceeds for organizational operating expenses and museum support.
The gift shop is labor-intensive and recently has not been a bountiful source of income. Additionally, the
Museum has a critical need for additional office space for staff. As such, the Friends have deci ded to
concentrate their fundraising efforts on membership and sponsorships and vacate the gift shop space at
the Museum.
The Museum Division has identified items in the gift shop inventory that can be used towards its mission
or that would support a future retail operation should the Museums decide to enter that business. The
Friends are willing to donate this inventory to the Museums to use as the Division sees fit. The balance of
the gift shop inventory will be retained by the Friends and sold through p op-up shops at special events. A
complete inventory is attached. The value of the items to be donated to the County is $8,180.95.
Admission to all five of the County museums is free. Each location houses a donation box where patrons
can contribute to support the system. At the Museum of the Everglades, the Friends of the Museum of the
Everglades collects the donations. At the Marco Island Historical Museum, the Marco Island Historical
Society collects them. Until 2015, the Friends of the Collier County Mus eum collected the donation box
revenues at the Collier Museum at Government Center and the Naples Depot Museum. That year, to
demonstrate an effort to garner earned revenue, the Museum Division installed a donation box at the
Immokalee Pioneer Museum at Roberts Ranch and began collection of the revenues there as well as the
boxes at the Government Center and the Depot.
The loss of the donation box revenue stream was a burden to the Friends of the Collier County Museum,
who used the money in part to pay for much-needed administrative support. The Museum Division is
willing to allow the Friends of the Collier County Museum to collect once again donations from
designated boxes at Museum sites in appreciation for their willingness to vacate the gift shop space , as
well as to acknowledge the lack of consistency system-wide for donation box collections. The Museum
Division intends to allow the Friends of the Collier County Museum to collect donation boxes at the
Government Center and the Depot once again and to start collections at the Immokalee Pioneer Museum
at Roberts Ranch.
Donation boxes will be opened once a month in the presence of a Friends volunteer and an employee of
the Public Services Department to count the cash donations for deposit. To mitigate the potential for fraud
and collusion, the Public Services employee will be rotated. The cash count will be confirmed in writing
by both parties, with the record being kept on file by the County. The funds will be deposited by the
Friends group into their designated account. Per BCC Resolution 01-455, Friends groups are required to
submit copies of their annual financial reports to the Public Services Department Head, which allows the
verification of monthly cash deposits to be confirmed.

FISCAL IMPACT: Donation box revenue totaled $8,926.85 in FY16 and $8,726.50 in FY17. The
proposed FY18 Museum Division budget includes $10,000 in revenue from contributions. Without the
donation box revenue, actual collections may fall short of this projection. The Friends will help offset this
loss through direct and indirect contributions to the Museum Division. The $8,180.95 worth of goods will
be inventoried and controlled by the Museum Division.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK
RECOMMENDATION: To accept a donation from the Friends of the Collier County Museum of gift
