EXECUTIVE SUMMARY
Recommendation to approve Change Order No. 1 to Work Order #4500177711 in the amount of
$53,984, to provide an additional 95 days of inspection services with AECOM, Inc. for the
Haldeman Creek Weir (Project No. 60103).
OBJECTIVE: To maintain appropriate inspection services for the duration of time during the remainder
of the construction of the Haldeman Creek Weir replacement project.
CONSIDERATIONS: On May 1, 2017, a notice-to-proceed was issued to AECOM, Inc. under annual
contract 13-6164 to begin inspection services for the construction of a replacement weir for the existing
facility on Haldeman Creek in the general area of the intersection of US 41 and Airport-Pulling Road.
The summer of 2017 saw substantially more rain than the same period in the past 20 years. The month of
June alone saw enough rain to account for approximately an entire additional 1.5 summer months. This
rain has caused construction delays to include: having to close the work site down early, time delay
because activities had to be stopped and re-started, delays because some areas were not accessible due to
excessive water standing or flowing at the site. Hurricane Irma also negatively affected the project.
Construction progress on the project is slowed while those types of events are occurring. However,
professional observation by a qualified inspector is still required. The AECOM inspector is present
during all significant construction activities, and has checked the site during off-hours.
The original number of hours assigned for the field inspector was generated based on a typical summer
season construction experience. However, the above-mentioned events seriously impeded the progress of
the work, while inspection hours were still required to monitor the job site. The changes being requested
are for additional time and sufficient funds for the inspector to be onsite.
As part of this item, we are requesting to reallocate funds from the Reimbursables line item, in the amount
of $3,600, to Task 3: Onsite Construction Inspection Services.
FISCAL IMPACT: Funds in the amount of $53,984 are available for the additional requested inspection
services within the Stormwater Capital Improvement Fund (325) Haldeman Creek Weir Project. No.
60103. Source of funds are ad valorem taxes.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority
vote for Board approval. -SRT
GROWTH MANAGEMENT IMPACT: The project has no impact on the Growth Management Plan.
RECOMMENDATION: To approve Change Order No. 1 to Work Order #4500177711 with AECOM,
Inc.
