EXECUTIVE SUMMARY
Recommendation to approve a Resolution supporting Congressman Francis Rooney’s efforts to
extend the current moratorium on offshore drilling in the Eastern Gulf of Mexico.
OBJECTIVE: To support Congressman Francis Rooney in his efforts to preserve the beaches,
ecosystems, and economy along Florida’s Gulf coast.
CONSIDERATIONS: In 2006, Congress approved a federal moratorium banning offshore drilling
within 125 miles of Florida’s Gulf coast. The moratorium sunsets in 2022.
Offshore drilling and related activities, including seismic testing to evaluate conditions for oil exploration,
have no place in the Eastern Gulf of Mexico. The industrial infrastructure needed to support offshore
drilling, and ultimately offshore production of oil and gas, is wholly incompatible with existing tourist-
centric development and would undermine Florida’s coastal ecosystems. The United States Department
of Defense also fully supports a continuation of the moratorium citing risks to the numerous mili tary
bases in the panhandle and around Tampa to the Naval Air Station Key West.
The proposed Resolution conveys Collier County’s support of Congressman Francis Rooney’s efforts
to extend the ban on offshore drilling and urges bi-partisan efforts in Washington D.C. to protect
Florida’s Gulf Coast.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
LEGAL CONSIDERATIONS: The County Attorney has reviewed this item and approved it as to form
and legality. Majority support of the Board is required for approval. - JAK
RECOMMENDATION: To approve the attached Resolution supporting Congressman Francis
Rooney’s efforts to extend the current moratorium on offshore drilling in the Eastern Gulf of Mexico.
