Commission Chairman Tom Henning called the Workshop meeting to order at 9:07 AM. 2. Pledge of Allegiance was recited. 3. County Manager Jim Mudd introduced Stan Litsinger, Comprehensive Planning Manger, who gave an overview of the Annual Update and Inventory Report on Public Facilities.(Attached) Page changes have been provided. There are no facility deficiencies that cannot be dealt with. A. Transportation Facilities -Traffic volume is up. -Projected deficiencies are based on what was done for DCA, looking at all the vested development and adding that to the system. -Cleaning out backlog of development that will never occur would change the projection of when the roadways would fail. -Past growth is not being used to predict future. -Populations play large part in calculation and planning; deficiencies are planned for even though they may not come about. -Calculations are done based on peak populations; only thing DCA will need to approve is whether we use two years or five years. -Concurrency is the goal. -Santa Barbara Blvd., questionable as to what improvements will be made, looking at unconventional solutions that may be possible. -Davis Blvd., from Santa Barbara to Collier, projected reconstruction is 2010. Page 2 December 19, 2003 -Immokalee Road, Oil Well to SR29 is emphasis item, PD&E money was proposed to be moved over to US 41. -Commissioner Henning made a recommendation that the Board instruct staff to include County Work Project as it appears in the Proposed Transportation 5 Year Work Program and as detailed in the Collier County Transportation Plan Data Base, Attachment E, in the next annual CIE update as amended with the application of reserves outlined in the proposed transportation five year work plan funding scenario Attachment B to establish a statutorial requirement financially feasible to the CIE and the Board agreed with the recommendation. B. Drainage Canals and Structures -Tertiary and swails in front of homes have been reduced in effectiveness due to driveways. -New culverts should not create or continue problem. Mr. Ochs stated that drainage issues have not been met. Drainage is needed in all districts. Should consider setting up independent authority on drainage. Could use something already in place. -There is a power dispute between water management utilities. -Big Cypress Basin answers to Southwest Florida Water Management. -Dispute should be resolved in order to better serve taxpayers. -Voters should approve all taxes. -Not concurrency issue, but is long-standing issue. Mr. Ochs suggested bringing the matter back with an explanation of issues. Page 3 December 19, 2003 -Royal Poinciana and storm water management, Goodlette Road blocks storm water from draining in to Gordon River. Need indication on where the project is, what its benefit is to the City of Naples. Commissioner Henning made a recommendation that the Board of Commissioners direct staff to include the proposed CIE for 2004 through 2008 projects and studies within the existing recommendation of revenue resources in the next CIE and amendments. (Workshop recessed from 10:07 a.m., to 10:15 a.m.) C. Park Facilities -If facilities are built too early, there is a risk needs and wants will change and facilities will fail to meet new needs. -Changes can be made according to the needs of the community. -An area is needed to facilitate use of remote controlled cars, airplanes and boats. -There is interest in acquiring cultural center at fairgrounds at Orange Tree Waterways, would be used by people for many types of events; could be used for evacuation in event of hurricane. Six lane highway would allow everyone in County to reach fairgrounds in a very short period of time. -Plan allows enough flexibility with regard to acquiring Fleishmann property. -There is limited flexibility in parks program. -Sometimes opportunities come up that public is not interested in. Page 4 December 19, 2003 -Fleishmann property is needed for storm water and can serve more than one purpose. The Board recommended approval of inclusion of identified FY 04-03 projects in the next Annual CIE Update for recreational facilities. The Board recommended approval of inclusion of identified properties, Proposed Parks Land Acquisition, if lands owned by other governmental agencies are counted. Emergency Medical Services (Category B) -Another unit will be added next year. -Department can be run more efficiently. -Can be approved today, but study is coming. -There will be reduced costs. -Unknown what unit added next year will cost, may be more. -If NCH goes through with agreement, next two units will not have to come online. AUIR 2003 Facility Summary -It is necessary to get creative regarding beach opportunities, need to plan for future, as impact fees increase affordable housing is lost. -There is a lot of beach access, not enough parking. -Less expensive land further from beach can be used for parking and shuttles can be used to transport people to beach. -Boat shuttles can be used to take people to Key Wadin (phoe) Park. -Concessions could be established at Key Wadin Beach to defray cost to County. Page 5 December 19, 2003 -Not all residents use the beach. -Matter requires further thought and should b e brought back at a later date. -Beaches are public property and belong to everyone. -Possibly developers could be required to provide beach access when they ask to develop land. -Creative source of funding should be sought. -There is no intention of increasing fees. -Restroom facilities, trash facilities and area of shelter from weather will be needed to implement boat shuttle to Key Wadin Park. Board directed staff to bring matter back before the Board, not approved. Library Buildings (Category B) -Mr. Litsinger gave an overview of 2003 AUIR Facility Summary Form regarding library buildings. -Library too small. -Planning for expansion will start in 2006, could be accelerated. -Commissioner Fiala wants library built in 2006 and not later. (Marjorie Student left the workshop at 11:07 a.m., and returned at 11:10 a.m.) -Immokalee library expansion is being completed. Page 6 December 19, 2003 The Board directed staff to include "Proposed CIE FY04- 08'' projects in the next Annual CIE Update and Amendment. The Board directed staff to include "Proposed CIE FY04- 08'' book collection additions in the next Annual CIE Update and Amendment. Potable Water System (Category A) -Mr. Mattausch, Director, Water Administration, gave an overview of 2003 AUIR Facility Summary regarding Potable Water System (Category A). -There are no consent orders, we are in compliance. -Daily water demand is being met. -There is no change to the level of service standard. -In event of water pressure reduction, fire department should be notified. -Water can be conserved by using native Florida grass. -Higher water usage incurs higher fee which encourages conservation. -Municipalities at over 200 need to come down. -Reserve capacity, 7,000,000 gallons per day. -Water and Sewer builds for peak usage. -1,000,000 gallons of water can be recovered per day. -Contractor is 19 months behind in delivery of product. -It takes three to six months to burn plant in before it can be used. -If contractor is not done by June, get new contractor. -Emergency plan limits watering lawns, two times per week. Page 7 December 19, 2003 -System is reliable, predictable, no surprises. -Only surprises are mechanical. Board directed staff to include the Proposed CIE FY 04-08 projects in the next Annual CIE Update and Amendment. (Commissioner Henning left the meeting at 11:35 a.m.) Facility Type: Sewer Treatment and Collection System- North County (Category A) -Joe Cheatham, Director, Wastewater Administration, gave an overview of 2003 AUIR Facility Summary Form regarding Sewer Treatment and Collection System North County. -We are in full compliance and have met all milestones of EDP consent order. -No changes to Master Plan. -Consent order will be taken off after a year or so. -South Collier Water Reclamation Facility, almost through in South plant. -16,000,000 gallon capacity. -Two water reclamation facilities planned. -Goal is no further consent orders. -Do not want neighborhood to endure three separate expansions. -Criteria, need to meet public health needs, reliability. Board directed staff to include the Proposed CIE FY 04-08 projects in the next annual CIE Update and Amendment. Page 8 December 19, 2003 Solid Waste Management -Solid waste management strategy, all short term goals have been completed, medium term goals almost done, long term goals started or soon will be. -In compliance with GMP -Two criteria to grade solid waste, two years capacity left, long term ten years, capacity left. -No odor complaints. -Looking at best of market opportunities. -Now is time to make long term policy decisions. -Recycle more, divert more, vegetable waste in sludge plant, compost operations for fertilizer, increase recycling, no landfill, no leverage options. Annual Update and Inventory Report on Public Facilities County Jail -512 bed expansion. Board recommended approval in AUIR as capital improvement area. There being no further business for the good of the County, the workshop was adjourned by order of the Chair at 12:15 P.M.
