Agenda 12/12/2017 Item #16F112/12/2017 EXECUTIVE SUMMARY Recommendation to approve Tourist Development Tax Promotion funding in an amount not to exceed $65,800 to support the eleven upcoming January and February 2018 Sports Events and make a finding that these expenditures promote tourism. _____________________________________________________________________________________ OBJECTIVE: Recommend funding support for managing and promoting eleven upcoming events in Collier County during FY18. CONSIDERATIONS: Collier County is scheduled to host the following eleven events in January and February 2018. The Tourism Division Sports Marketing Team has attracted these prestigious events to our community. The projected hosting costs to manage these events are based on past experience with similar events, the event funding applications, and the projected room nights from each event organizer. Event expenditures are the responsibility of the event organizer to pay. The Tourism Division proposes to reimburse event organizers for field rental cost, fees for officials and operation support expenses for these events based on room night visitation delivered to Collier County. These expenditures are authorized to be reimbursed through the BCC approved Sports Assistance Program. Staff utilizes the BCC approved event application to determine the appropriate amount of recommended funding based on an event acquisition cost of fifteen dollars ($15) per room night, which is a sports tourism industry standard analytic. An example of this funding procedure is attac hed. Funding for these eleven events is subject to tourism staff review, TDC recommendation and Board approval. ITF Men’s Pro Circuit will take place January 5-14, 2018. This is a first-year tennis event featuring doubles and singles competition at Naples Bath & Tennis Club. The event will feature 200 athletes and is projected to generate 400 room nights in the County and direct spending of $145,551 and TDT revenue of $1,307. The expenses to be paid for this event include assistance with officiating fees up to $4,000 and event marketing expenses up to $2,000 for a grand total of up to $6,000. Nike XPO Prospect Camp will take place January 6-7, 2018. This is a first-year event to be hosted at North Collier Regional Park. This girl’s lacrosse event will attract college coaches and feature 200 athletes. The event is projected to generate 300 room nights, direct spending of $145,671 and TDT revenue of $ $1,892. The expenses to be paid for this event include assistance with facility rental up to $3,200, marketing expenses up to $1,300, and park staff overtime up to $1,500 for a grand total of up to $6,000. HITS Triathlon Series will take place January 6-7, 2018. This triathlon event will be hosted in Naples for the 5th consecutive year. The event will feature 1,000 athletes and is projected to generate 500 room nights, direct spending of $257,244 and TDT of $3,209. In 2017, the event attracted a similar number of athletes, and generated 700 room nights, TDT revenue of $4,900, and an economic impact of $877,500 for an investment of $11,500. The expenses to be paid for this event include assistance with Collier County Sheriff fees for road security up to $7,500. NSMTA Super Senior Doubles Championship will take place January 10-14, 2018. This is a first-year tennis event featuring doubles and singles competition at Naples Bath & Tennis Club. The event will feature 200 athletes and is projected to generate 250 room nights in the County, direct spending of $126,027 and TDT Revenue of $1,560. The expenses to be paid for this event include assistance with officiating fees up to $1,500, marketing and production costs up to $2,250 for a total of up to $3,750. Dimitri Cup - 1st Weekend will take place January 13-15, 2018. This is a boys and girls soccer event 12/12/2017 taking place for the 14th year in Naples. The event will be held at North Collier Regional Park and feature 2,500 athletes and is projected to generate 1,000 room nights, direct spending of $648,528 and TDT revenue of $6,328. In 2017, the event attracted 2,200 athl etes, 621 room nights, TDT revenue of $4,347, and an economic impact of $2,129,329 for an investment of $7,450. The expenses to be paid for this event include assistance with facility rental up to $5,700, sanctioning fees up to $150, event operational assistance up to $1,000, and park staff overtime up to $2,300 for a grand total of up to $9,150. Dimitri Cup - 2nd Weekend will take place January 20-21, 2018. This is a boys and girls soccer event taking place for the 14th year in Naples at North Collier Regional Park, Corkscrew Park, and Veterans Park. The event will feature 2,000 athletes and is projected to generate 1,000 room nights, direct spending of $617,040 and TDT revenue of $6,244. In 2017, the event attracted 1,700 athletes, 424 room nights, TDT revenue of $2,968, and an economic impact of $1,571,205 for an investment of $4,850. The expenses to be paid for this event include assistance with facility rental up to $6,700, sanctioning fees up to $150, event operational assistance up $1,000, and park staff overtime up to $3,100 for a grand total of up to $10,950. National Junior USTA L3 will take place January 20-22, 2018. This is a first-year tennis event featuring doubles and singles competition at Naples Bath & Tennis Club. The event will feature 150 athletes and is projected to generate 250 room nights in the County, direct spending of $156,606 and TDT revenue of $1,585. The expenses to be paid for this event include assistance with officiating fees up to $1,500, event marketing and production fees up to $2,250 for a grand total of up to $3,750. West Coast Super Senior Grand Prix will take place January 22-28, 2018. This is a first-year tennis event featuring doubles and singles competition at Naples Bath & Tennis Club. The event will feature 350 athletes and is projected to generate 250 room nights in the County, direct spending of $148,248 and TDT Revenue of $1,390. The expenses to be paid for this event will be assistance with officiating fees up to $1,500, marketing and production fees up to $2,250 for a grand total of up to $3,750. Dimitri Cup - 3rd Weekend will take place January 27-28, 2018 at North Collier Reginal Park. This is a boys and girls soccer event taking place for the 14th year in Naples. The event will feature 2,000 athletes and is projected to generate 1,000 room nights, direct spending of $617,040 and TDT revenue of $6,244. In 2017, the event attracted 1,700 athletes, 52 room nights, TDT revenue of $2,968, and an economic impact of $1,571,205 for an investment of $4,850. The expenses to be paid for this event include assistance with facility rental up to $3,200, sanctioning fees up to $150, event operational assistance up $1,000, and park staff overtime up to 1,600 for a grand total of up to $5,950. Winter Classic - Pickleball Tournament will take place January 27-29, 2018. This is part of the Southern Tropics Pickleball Series and will take place for the 3rd year at East Naples Community Park. The event will feature 400 athletes and is projected to generate 250 room nights, direct spending of $137,821 and TDT of $1,522. In 2017, the event attracted 369 athletes, 311 room nights, TDT revenue of $2,177, and an economic impact of $314,241 for an investment of $5,500. The expenses to be paid for this event include assistance with facility rental at East Naples Community Park up to $3,750, and park staff overtime up to $1,500 for a total of up to $5,250. Les Grandes Dammes Joanne Russell Cup will take place February 22-28, 2018. This is first year tennis event featuring doubles and singles competition at Naples Bath & Tennis Club. The event will feature 150 athletes and is projected to generate 250 room nights in the County, direct spending of $147,451 and TDT revenue of $1,578. The expenses to be paid for this event include assistance with officiating fees up to $1,500, event marketing and promotion fees up to $2,250 for a grand total of up to $3,750. 12/12/2017 FISCAL IMPACT: Funding in an amount not to exceed $65,800 for these eleven sports events is included in the BCC approved FY 18 Tourism Division budget in Fund 184 for Sports Marketing Event support. GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan with this Executive Summary. ADVISORY BOARD RECOMMENDATION: The Tourist Development Council recommended approval of this item 5-2 at the November 27, 2017 meeting. Funding for Sports Tourism events are required to comply with Section 125.0104, Fla. Stat., which states: "To promote and advertise tourism in this state and nationally, and internationally, however, if tax revenues area expended for an activity, service, venue, or event, the activity, service, venue, or event shall have as one of its main purposes the attraction of tourists as evidenced by the promotion of the activity, service, venue, or event to tourists." The following criteria are required for funding support: Funding Eligibility 1. Applications must be received 90 days prior to the first day of the event fully completed. 2. All applications must be submitted online via email. 3. Event must be more than (1) day in duration. 4. Event must generate (250) or more room nights within Collier County. S. Events with national television exposure will be considered for funding reimbursement. 6. Event must have a history of attracting significant out -of -county visitors and/or the potential to attract out -of -county visitors. Collier County reserves the right to request proof of room nights, host, and/or hotel references from previous events. 7. Must comply with all Collier County guidelines, rules, protocols, and laws always. Pre -Event Requirements 1. Applicant must provide proof of insurance coverage as required by Collier County. 2. Must promote Collier County hotels and lodging as the primary event accommodations. 3. Collier County hotel or other Collier County paid lodging accommodations must be advertised prior to the event, on the event website and/or via email blast to participants. This includes advertising via promotions, public relations, press conferences, digital media, social media, newspaper, on -air, television, magazine, and websites etc., that will attract overnight visitors and spectators to Collier County. S. Naples, Marco Island, Everglades Convention and Visitors Bureau logo and/or website (sportsinparadise.com) must be used in all marketing and/or promotional items as it relates to the event. Please note, only marketing that is promoted to outlets outside of Collier County is eligible for application and reimbursement of funds. Post -Event Requirements 1. Events that exceed the estimated room nights will receive the maximum amount of funding Collier County previously approved. The high production of room nights will be considered during the funding application process for the following year. 2. All expenses (i.e. facility rental) will be paid on a reimbursement basis. The event organizer Is responsible for all expenses associated with the event, and must provide an invoice from all entities that charged the event organizer for said expenses. Event organizers are subject to audit prior to payment. 3. Proof of payment (i.e. wire transfer receipt, front and back of cleared check, proof of production, proof of advertisement etc.) must be accompanied by an invoice from the entity charging the event organizer for each expense, proof of room night pick-up reports, and an invoice to the CVB for the amount the event qualified for via room night production. Only the items approved by the Collier County Board of Commissioners on the event application are eligible to be reimbursed. 4. Room night pick-up must be tracked and reported with the submission of a post -event report to Collier County within (10) calendar days after the last day of the event to remain eligible for funding reimbursement. 5. The event must achieve at least 80% of the applicant's estimated room nights within Collier County, to receive the full amount of the proposed funding reimbursement. If the room nights generated from the event within Collier County are less than 80% of the amount proposed in the funding application, funding will be prorated per each room night picked -up within Collier County hotels. Allowable Expenses 1. Promotional, marketing, and advertising expenses in target markets outside of Collier County. 2. Field rental fees, site rental fees, contracted labor to assist with event (i.e. set-up, breakdown, operational assistance), official/referee fees, equipment rental (i.e. golf carts). Please note, any facility rental, equipment or third party rental and/or vendor will need to be procured and rented by the event organizer. Event organizers may apply for reimbursement for such (17-TDC-00120/1350609/1) Page 2 of 14 expenses. The Naples, Marco Island, Everglades Convention and Visitors Bureau will not pay any rental or vendor directly on behalf of the event organizer. The only exception to this is if the CVB agrees in writing to pay an internal Collier County entity directly (i.e. Collier County Police Department, Collier County EMS, Collier County Parks and Recreation etc.). 3. Sanctioning and/or bid fees directly related to the event. Non -Allowable Expenses 1. Food, Beverages, Refreshments. 2. Administrative or general expenses. (i.e. office supplies, copies etc.) 3. Building projects or permanent equipment expenses. 4. Fundraising cost and/or functions. S. Prize money or purses. 6. Expenses and debts not related to event. Review Process 1. Applications will be reviewed to evaluate the impact of the event in Collier County. 2. All proposed funding must be approved by the Collier County Tourism Development Council and the Collier County Board of Commissioners. Should any damages or monetary obligations be incurred by the facility (i.e. excessive damage, vandalism etc.), the 15% deposit shall be retained by Collier County Parks and Recreation. In regards to inclement weather, if competition begins on any day, rental fees and event expenses are to be paid in full for said day. If the rented areas are deemed unplayable by Parks and Recreation Lead Supervisor and/or weather does not allow for the event to begin, rental fees and expenses associated with the date of cancellation will be waived. Collier County reserves the right to terminate this Event for any reason with 30 days notice to the Event Organizer. Deposit will be refunded in full. No other refunds will be made. Funding for Sports Tourism events are required to comply with Section 125.0104, Fla. Stat., which states: "To promote and advertise tourism in this state and nationally, and internationally, however, if tax revenues area expended for an activity, service, venue, or event, the activity, service, venue, or event shall have as one of its main purposes the attraction of tourists as evidenced by the promotion of the activity, service, venue, or event to tourists." Events that exceed the estimated room nights will receive the maximum amount of funding Collier County previously approved. The high production of room nights will be considered during the funding application process for the following year. 2. All expenses (i.e. facility rental) will be paid on a reimbursement basis. The event organizer is responsible for all expenses associated with the event, and must provide an invoice from all entities that charged the event organizer for said expenses. Event organizers are subject to audit prior to payment. 3. Proof of payment (i.e. wire transfer receipt, front and back of cleared check, proof of production, proof of advertisement etc.) must be accompanied by an invoice from the entity charging the event organizer for each expense, proof of room night pick-up reports, and an invoice to the CVB for the amount the event qualified for via room night production. Only the items approved by the Collier County Board of Commissioners on the event application are eligible to be reimbursed. 4. Room night pick-up must be tracked and reported with the submission of a post -event report to Collier County within (10) calendar days after the last day of the event to remain eligible for funding reimbursement. 5. The event must achieve at least 80% of the applicant's estimated room nights within Collier County, to receive the full amount of the proposed funding reimbursement. If the room nights generated from the event within Collier County are less than 80% of the amount proposed in the funding application, funding will be prorated per each room night picked -up within Collier County hotels. Allowable Expenses 1. Promotional, marketing, and advertising expenses in target markets outside of Collier County. 2. Funding for Sports Tourism events are required to comply with Section 125.0104, Fla. Stat., which states: "To promote and advertise tourism in this state and nationally, and internationally, however, if tax revenues area expended for an activity, service, venue, or event, the activity, service, venue, or event shall have as one of its main purposes the attraction of tourists as evidenced by the promotion of the activity, service, venue, or event to tourists." The following criteria are required for funding support: Funding Eligibility 1. Applications must be received 90 days prior to the first day of the event fully completed. 2. All applications must be submitted online via email. 3. Event must be more than (1) day in duration. 4. Event must generate (250) or more room nights within Collier County. 5. Funding for Sports Tourism events are required to comply with Section 125.0104, Fla. Stat., which states: "To promote and advertise tourism in this state and nationally, and internationally, however, if tax revenues area expended for an activity, service, venue, or event, the activity, service, venue, or event shall have as one of its main purposes the attraction of tourists as evidenced by the promotion of the activity, service, venue, or event to tourists." The following criteria are required for funding support: Funding Eligibility 1. Applications must be received 90 days prior to the first day of the event fully completed. 2. All applications must be submitted online via email. 3. Event must be more than (1) day in duration. 4. Event must generate (250) or more room nights within Collier County. S. Events with national television exposure will be considered for funding reimbursement. 6. Event must have a history of attracting significant out -of -county visitors and/or the potential to attract out -of -county visitors. Must comply with all Collier County guidelines, rules, protocols, and laws always. Pre -Event Requirements 1. Applicant must provide proof of insurance coverage as required by Collier County. 2. Must promote Collier County hotels and lodging as the primary event accommodations. 3. Collier County hotel or other Collier County paid lodging accommodations must be advertised prior to the event, on the event website and/or via email blast to participants. This includes advertising via promotions, public relations, press conferences, digital media, social media, newspaper, on -air, television, magazine, and websites etc., that will attract overnight visitors and spectators to Collier County. S. Naples, Marco Island, Everglades Convention and Visitors Bureau logo and/or website (sportsinparadise.com) must be used in all marketing and/or promotional items as it relates to the event. Please note, only marketing that is promoted to outlets outside of Collier County is eligible for application and reimbursement of funds. Post -Event Requirements 1. Events that exceed the estimated room nights will receive the maximum amount of funding Collier County previously approved. The high production of room nights will be considered during the funding application process for the following year. 2. All expenses (i.e. facility rental) will be paid on a reimbursement basis. The event organizer is responsible for all expenses associated with the event, and must provide an invoice from all entities that charged the event organizer for said expenses. Event organizers are subject to audit prior to payment.. 3. Proof of payment (i.e. wire transfer receipt, front and back of cleared check, proof of production, proof of advertisement etc.) must be accompanied by an invoice from the entity charging the event organizer for each expense, proof of room night pick-up reports, and an invoice to the CVB for the amount the event qualified for via room night production. Only the items approved by the Collier County Board of Commissioners on the event application are eligible to be reimbursed. 4. Room night pick-up must be tracked and reported with the submission of a post -event report to'Collier County within (10) calendar days after the last day of the event to remain eligible for funding reimbursement. S. The event must achieve at least 80% of the applicant's estimated room nights within Collier County, to receive the full amount of the proposed funding reimbursement. If the room nights generated from the event within Collier County are less than 80% of the amount proposed in the funding application, funding will be prorated per each room night picked -up within Collier County hotels. Allowable Expenses 1. Promotional, marketing, and advertising expenses in target markets outside of Collier County. 2. Field rental fees, site rental fees, contracted labor to assist with event (i.e. set-up, breakdown, operational assistance), official/referee fees, equipment rental (i.e. golf carts). Please note, any facility rental, equipment or third party rental and/or vendor will need to be procured and rented by the event organizer. Events that exceed the estimated room nights will receive the maximum amount of funding Collier County previously approved. The high production of room nights will be considered during the funding application process for the following year. 2. All expenses (i.e. facility rental) will be paid on a reimbursement basis. The event organizer is responsible for all expenses associated with the event, and must provide an Invoice from all entities that charged the event organizer for said expenses. Event organizers are subject to audit prior to payment. 3. Proof of payment (i.e. wire transfer receipt, front and back of cleared check, proof of production, proof of advertisement etc.) must be accompanied by an invoice from the entity charging the event organizer for each expense, proof of room night pick-up reports, and an invoice to the CVB for the amount the event qualified for via room night production. Only the items approved by the Collier County Board of Commissioners on the event application are eligible to be reimbursed. 4. Room night pick-up must be tracked and reported with the submission of a post -event report to Collier County within (10) calendar days after the last day of the event to remain eligible for funding reimbursement. S. The event must achieve at least 80% of the applicant's estimated room nights within Collier County, to receive the full amount of the proposed funding reimbursement. Funding for Sports Tourism events are required to comply with Section 125.0104, Fla. Stat., which states: "To promote and advertise tourism in this state and nationally, and internationally, however, if tax revenues area expended for an activity, service, venue, or event, the activity, service, venue, or event shall have as one of its main purposes the attraction of tourists as evidenced by the promotion of the activity, service, venue, or event to tourists." The following criteria are required for funding support: Funding Eligibility 1. Applications must be received 90 days prior to the first day of the eventfully completed. 2. All applications must be submitted online via email. 3. Event must be more than (1) day in duration. 4. Event must generate (250) or more room nights within Collier County. S. Events with national television exposure will be considered for funding reimbursement. 6. Event must have a history of attracting significant out -of -county visitors and/or the potential to attract out -of -county visitors. Collier County reserves the right to request proof of room nights, host, and/or hotel references from previous events. 7. Must comply with all Collier County guidelines, rules, protocols, and laws always. Pre -Event Requirements 1. Applicant must provide proof of insurance coverage as required by Collier County. 2. Must promote Collier County hotels and lodging as the primary event accommodations. 3. Please note, only marketing that is promoted to outlets outside of Collier County is eligible for application and reimbursement of funds. Post -Event Requirements 1. Events that exceed the estimated room nights will receive the maximum amount of funding Collier County previously approved. The high production of room nights will be considered during the funding application process for the following year. 2. All expenses (i.e. facility rental) will be paid on a reimbursement basis. The event organizer is responsible for all expenses associated with the event, and must provide an invoice from all entities that charged the event organizer for said expenses. Event organizers are subject to audit prior to payment. 3. Proof of payment (i.e. wire transfer receipt, front and back of cleared check, proof of production, proof of advertisement etc.) must be accompanied by an invoice from the entity charging the event organizer for each expense, proof of room night pick-up reports, and an invoice to the CVB for the amount the event qualified for via room night production. Only the items approved by the Collier County Board of Commissioners on the event application are eligible to be reimbursed. 4. Room night pick-up must be tracked and reported with the submission of a post -event report to Collier County within (10) calendar days after the last day of the event to remain eligible for funding reimbursement. 5. The event must achieve at least 80% of the applicant's estimated room nights within Collier County, to receive the full amount of the proposed funding reimbursement. If the room nights generated from the event within Collier County are less than 80% of the amount proposed in the funding application, funding will be prorated per each room night picked -up within Collier County hotels. Allowable Expenses 1. Promotional, marketing, and advertising expenses in target markets outside of Collier County. 2. Field rental fees, site rental fees, contracted labor to assist with event (i.e. set-up, breakdown, operational assistance), official/referee fees, equipment rental (i.e. golf carts). This also includes those guidelines set forth in the above application and the Collier County Parks and Recreation Rules & Regulations form. r(Please, initial to verify your compliance with Event Approval Policy) INDEMNIFICATION To the maximum extent permitted by Florida law, the EVENT SPONSOR shall indemnify and hold harmless Collier County, its officers and employees from any and all liabilities, damages, losses and costs, including, but not limited to, reasonable attorneys' fees and paralegals' fees, to the extent caused by the negligence, recklessness, or intentionally wrongful conduct of the EVENT SPONSOR or anyone employed or utilized by the EVENT SPONSOR in the performance of this Agreement. This indemnification obligation shall not be construed to negate, abridge or reduce any other rights or remedies which otherwise may be available to an indemnified party or person described in this paragraph. This section does not pertain to any incident arising from the sole negligence of Collier County.
