EXECUTIVE SUMMARY
Recommendation to approve an exemption from the Competitive Process as set forth in the
Procurement Ordinance for Paramedic Training at Hodges University in the amount of $95,000.
OBJECTIVE: To provide accredited paramedic training for EMS personnel.
CONSIDERATIONS: Hodges University has an Accredited Paramedic Program to train current
Emergency Medical Technicians (EMTs) to advance to the Paramedic level. This training will improve
and expand the competency and capabilities of EMS personnel, allowing for more Paramedics on
ambulances who can administer treatments and medications providing advanced life support.
While Florida Southwest University and Medical Career Institute (MCI) both offer paramedic training,
Hodges University has designed its program to be “shift friendly” to accommodate the schedules of EMS
personnel. This allows County EMS personnel to continue their education in the most expedient manner
while not having to find shift coverage, which can also result in overti me costs to the Department. The
County anticipates providing this educational opportunity for 11 EMS personnel in FY18.
Procurement Ordinance No. 2017-08, Section 8, provides that educational or academic programs may be
eligible for exemption from the competitive process based upon the determination of the County Manager
or designee Procurement Services Director that approval of such an exemption is in the best interest of the
County. The Ordinance further requires that purchases in this category exceedi ng $50,000 in annual
expenditures be approved by the Board. The required documentation approved by the Procurement
Services Director is attached.
FISCAL IMPACT: The cost for FY18 will be approximately $95,000, which is budgeted in EMS Funds
490 and 493.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact resulting from this
action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for approval. - CMG

Accredited Paramedic Training program. 42 credit hour certificate program, over three semesters ($245 per credit hour). Graduation from this
program will advance an EMT to a Paramedic. Up to eleven staff members will be taking part in this program. Full program curriculum attached.
In concurrence with CMA 5325, to provide continuation of training and development to improve the competency level of employees by having
more EMS Paramedics in the field to service Collier County residents.
Medical Career institute and Florida Southwestern College offer similar courses of study, but the times that their programs are offered do not work
with the scheduling requirements of working professionals.
