EXECUTIVE SUMMARY
Recommendation to approve a donation of $207,175.72 as offsite preservation for Logan Landings
(SDP PL20170000357) to satisfy the native vegetation retention requirement and authorize
resulting budget amendments. (This is a companion to Agenda Item 17.A and Agenda Item 17.B)
OBJECTIVE: To accept an offsite preservation donation in the amount of $207,175.72 for the
Conservation Collier Program.
CONSIDERATIONS: The Land Development Code (LDC), Section 3.05.07, H.1.f. iii. a. allows for
offsite native vegetation retention requirements to be met by monetary payment to the Conservation
Collier Program. Applicants may make monetary donations to Collier County with funds to be used by
the County for the purchase and management of off-site conservation lands within the county. The
monetary payment is based on the location of the land to be impacted and shall be equal to one hundred
and twenty-five percent (125%) of the average cost of lands in that Designation, as defined by the Future
Land Use Map (FLUM), purchased by Collier County, through the Conservation Collier Program.
Companion item CPUD Logan/Immokalee Rd CPUD PL20160001089 for a proposed commercial center
is located on the southeast corner of Logan Blvd and Immokalee Road, within the Urban area as defined
by the FLUM. If the donation is approved by the BCC, it will be required to be provided before or at the
time of the preconstruction meeting for the Site Development Plan (SDP). The SDP for the subject
property is under review (Logan Landings SDP PL20170000357). The vegetation preservation
requirement for this development is 1.99 acres, and the owner has elected to fulfill 0.92 acres of the
preserve requirement through an offsite monetary donation to Collier County for the Conservation Collier
Program. One hundred and twenty-five percent (125%) of the average cost to Conservation Collier for
lands within the urban area is $225,191 per acre. Therefore, $225,191 X .92 = $207,175.72.
FISCAL IMPACT: The donation is intended to provide funds for land acquisition and management of
lands for the Conservation Collier Program. Of the total received, 80%, or $165,740.72 will be placed
into Fund 172, the Land Acquisition Trust Fund and $41,435 will be placed into Fund 174, the Land
Management Trust Fund, to be used for management of any newly acquired property. Budget
Amendments will be processed to reflect the contribution receipt in Conservation Collier Funds (174) and
(172).
GROWTH MANAGEMENT IMPACT: The request is consistent with Policy 6.1.1.(10) of the
Conservation & Coastal Management Element (CCME) which allows for βall or a portion of the native
vegetation preservation retention requirement to be satisfied by a monetary payment.β
LEGAL CONSIDERATIONS: This item is approved for legality and requires a majority vote for Board

and authorize resulting budget amendments.
