EXECUTIVE SUMMARY
Recommendation to approve the selection committee rankings and authorize entering into
negotiations with Manhattan Construction for a contract related to Request for Proposal No. 17-
7198, “Construction Manager At Risk (CMAR) for Collier County Sports Complex.”
OBJECTIVE: To secure a firm to provide CMAR professional services for the Collier County Sports
Complex to ensure a high level of cost control for the project.
CONSIDERATION: On September 1, 2017, the Procurement Services Division issued Solicitation 17-
7198 CMAR for Collier County Sports Complex for proposals to 1760 vendors. Ninety-three (93)
solicitation packages were downloaded, and five (5) proposals were received on October 13, 2017. The
Selection Committee met on October 30th and November 6, 2017, and as described in the solicitation
document, and by consensus, the committee scored the proposals submitted and short-listed three
proposers for oral presentations. A Selection Committee meeting was held on November 13, 2017 to hear
the oral presentations, and after review and discussion, and by consensus of the members, the responding
vendors were ranked in the following order:
1. Manhattan Construction
2. Gilbane Building Company
3. Wright Construction
Pursuant to the Consultants’ Competitive Negotiation Act, Florida Statute Section 287.055, staff will
bring a negotiated contract back to the Board of County Commissioners (Board) for approval at a
subsequent BCC Meeting.
FISCAL IMPACT: The source of funds is from Tourism Division Capital Projects Fund 758. Funding
was appropriated for this Project No. 50156 (Sports Complex).
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for approval. -CMG
RECOMMENDATION: To approve the Selection Committee rankings for Solicitation No. 17-7198
CMAR for the Collier County Sports Complex, authorize staff to enter into negotiations with the number
1 ranked firm, Manhattan Construction, and bring a negotiated contract to the Board for approval at a
subsequent BCC Meeting.
