Agenda 12/12/2017 Item #16D 712/12/2017 EXECUTIVE SUMMARY Recommendation to approve the selection committee ranking and authorize entering into negotiations with Agnoli, Barber and Brundage, Inc. for a contract related to Request for Professional Services Number 17-7182, “North Collier Regional Park Artificial Turf Design.” OBJECTIVE: To approve staff selection committee rankings and authorize staff to negotiate a contract in order to secure a firm to provide professional design and engineering services for North Collier Regional Park Artificial Turf. CONSIDERATION: On July 27, 2017, staff issued a Request for Professional Services (RPS) in accordance with Florida Statute Section 287.055, the Consultants’ Competitive Negotiation Act, to select a firm to design the North Collier Regional Park Artificial Turf soccer fields. The RPS included engineering design, permitting and project oversight services. Notices were sent to one thousand, nine hundred and eleven (1,911) contact addresses with fifty -three (53) vendors requesting full solicitation packages, and three (3) proposals were received by the August 28, 2017 deadline. A public Selection Committee meeting was held on October 17, 2017 and after review and discussion, and by consensus, the Committee scored each of the proposals submitted. All three firms were brought back for oral presentations on October 20, 2017 and the Committee members ranked the firms which resulted in a tie. The Procurement Manual and solicitation provide direction on how to proceed in order to break the tie. The tie-breaking process is also designed to assist in attempting to more evenly distribute the work among qualified firms, by awarding to the firm with the least volume of prior County work. The application of the tie-breaking process was protested by the second-ranked firm and denied by the Procurement Services Director after it was determined that staff properly applied the procedure which resulted in the following order: 1. Agnoli, Barber and Brundage, Inc 2. Stantec Consulting Services, Inc. 3. Holes Montes, Inc. Pursuant to the Consultants’ Competitive Negotiation Act, Florida Statute Section 287.055, staff will bring a negotiated contract back to the Board of County Commissioners (Board) for approval at a subsequent meeting. FISCAL IMPACT: The source of funds is from Tourist Development Council Capital Projects fund 758. Funding has been appropriated for this Project No. 80359 (Artificial Turf Conversion). GROWTH MANAGEMENT IMPACT: There is no Growth Management impact. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for approval. -CMG RECOMMENDATION: To approve the ranking for RFP No. 17-7182, North Collier Regional Park Artificial Turf Design Services, and directs staff to bring a negotiated contract to the Board for subsequent approval.
