EXECUTIVE SUMMARY
Recommendation to approve the after-the-fact submittal of a grant request to the Florida
Department of Environmental Protection (FDEP) Coastal Partnership Initiative Program for
funding in the amount of $15,000 to develop maps and user information for Phase II of the Paradise
Coast Blueway Paddling Trail.
OBJECTIVE: To develop maps and user information for Phase II of the Paradise Coast Blueway
Paddling Trail.
CONSIDERATIONS: The FDEP provides grant funding for planning activities, land acquisition, small
construction, or capital improvement projects through the Coastal Partnership Initiative Program. This
grant is designed to support innovative local-level coastal management projects in four program areas:
public access, remarkable coastal places, working waterfronts, and community stewardship. Collier
County received a grant alert and a request for eligible projects on October 13, 2107. Collier County
CMA# 5330 authorizes the County Manager to approve the submittal of grant applications with
subsequent Board of County Commissioner (Board) action at the next available Board meeting to ratify
the approval as “after-the-fact.”
FISCAL IMPACT: The total cost of the project is estimated to be $30,000. Should the grant be awarded,
Collier County would receive FDEP funding in the amount of $15,000. There is a 100% required match
in the amount of $15,000. The program allows for cash or in-kind match in the form of salaries which are
budgeted in FY18 General Fund.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact.
ADVISORY BOARD RECOMMENDATION: The Parks and Recreation Advisory Board approved
the after-the-fact submittal of the grant at their November 15, 2017 meeting (Item VIa).
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote

The Paradise Coast Blueway trail development effort began with the Ten Thousand Islands section. known as
Phase Iwhich covers the wildemess area between Everglades Ciry and Goodland. The main trailand six day-
trip routes are the most challenging and cover lhe wildemess areas \rithin Everglades National Park and the
Ten Thousand Islands National Wildlife Refuge.
The proposed project will conlinue to build on the success of the first phase by developing maps and user
informa[ion foi Phase II and III ofthe blueway. Phase 2 will cover the Coodland to Gordon Pass area and
includes roures throush Rookery Bav- a orim6 and easilv accessible area for Daddlers. Phase 3 will be the
simplest to plot. lt incfudes a trip up ihe Cordon fuver in l.{aples, and a coastal ioute along the beaches to the
northern coi nty line. lt will also inilude Lake Trafford in lmhokalee as a day trip.
While Phase I focused on southem portion ofthe blueway, stretching to the County's border with Momoe
Counw. the next remainins ohases move north- into more develooed areas. While Phase II and IIt will continue
wirh froviding unapparelle'd access to natural resources such as Rookery Bay. users will be able to travel
throui.h popui'ated areas along the coast and inland areas through lhe G'ordon fuver. This includes parks.
neighSorhobds and commerciil areas with retail and restaurant de"stinations.

The County is requesting financial assistance in the amount of $15,000 and will provide l00o% match in the
form ofin-kind services. The matching funds will be derived from cost ofCounty staffto complete the
project and supplies. Grant funds will be used for the leasing equipment including the boat, trailer and GPS
unit.

As a coastal community providing public access to the waterways is a constant need. The proposed project

The project meets the purpose set fonh by the "Access to Coastal Resources" priority area. The project will
develop an e[Iective mapTor the remaining phases ofthe Paradise Coast Blueway. The project r,rill enhance

The County is committed to the protection and enhancement of its coastal resources. The management of
beaches. daterways and significaht coastal eco-systems is at the core of the Counfy's role in s;fting lhe
communirl. The'creation 6f the Paradise Coast'Blueway is an example of how'locat govemmenf can
successfully match lhe needs ofthe environment and residents.
The prolect will enhance public access of the waterr.,vays while protecting natural resources by promoting the
use of low-impact modes such as kayaks and canoes. The development ofroutes through the project area will
allow users to interact with natue with minimal impact while directing them away from sensitive and unsafe
areas of the waten4ays.
The project will enable the County to further several ofthe policies and objectives set fonh in the Conservation
and Coastal Management Element ofthe adopted Comprehensive PIan. These management objectives include:

appropriately administered and professionally staffed govemmental unit capable ofdeveloping, administering,
and providing long-term direction for the protection and management ofthe County's environmental resources.

conservation and management organizations. as well as Regional, SIaIe. and Federal environmental agencies
and will work with othe"r local goVernments to identif and "manage shared natural resources.

storage, analysis, and graphics system that is based on relevant, appiopriate and professionally accepted data.

The project will take approximately 20-24 weeks to complete. With the County utilizing its own personnel
and necessary equipment being readily available to lease the only potential delay would be due to a
significant weather event such as hurricane. However, in this case the delay would still not cause the project
to exceed the l-year completion period. The design and completion ofthe map and other information will
also be handled by County staff with no anticipated delay.

The Parks and Recreational department is submitting a 2018 Coastal Partnership lnitiative Grants from
FDEP in the amount of 515,000. The Paradise Coast Blueway trail development effort began with the Ten
Thousand lslands section, known as Phase I which covers the wilderness area between Everglades City
and Goodland. The proposed project will continue to build on the success ofthe first phase by developing
maps and user information for Phase ll and lll of the blueway. Phase 2 will cover the Goodland to Gordon
Pass area and includes routes through Rookery Bay, a prime and easily accessible area for paddlers. Phase
3 will be the simplest to plot. lt includes a trip up the Gordon River in Naples, and a coastal route along
the beaches to the northern county line. lt will also include Lake Trafford in lmmokalee as a day trip.
The grant requires a 1:1 match in the amount of 515,000. The matching funds will be derived fiom cost of
County staff to complete the project.
Staff became aware of the opportunity on October 13, 2017 with a due date of October 31,2017. Due to
the short turnaround, we are requesting that the County Manager approve the application of submittal
followed by after the fact approval by the Board of County Commissioners at the December 12, 2017 BCC
meeting.
