EXECUTIVE SUMMARY
Recommendation to award Invitation to Bid #17-7130R for “Pelican Bay Irrigation” to Stahlman-
England Irrigation, Inc. in the amount of $199,850, and authorize the Chair to execute the attached
Agreement.
OBJECTIVE: To purchase materials and installation services for a new irrigation central control system.
CONSIDERATIONS: The Pelican Bay Services Division Municipal Service Taxing Benefit Unit (the
“MSTBU”) was established by Collier County Ordinance 2002-27, as amended to provide quality street
lighting, water management, and streetscape beautification services exclusively to the residents of Pelican
Bay. The MSTBU works closely with the Pelican Bay Foundation, the Master Homeowner Association
within the Pelican Bay community, to establish and identify resources that meet the requirements of
Pelican Bay residents.
The existing irrigation system was installed in the early 1980’s and is considered obsolete. After review
by staff, it was determined that repair of the current system was no longer the most efficient and
economical solution. In 2015, Pelican Bay Services Division Board unanimously authorized staff to
solicit bids for a new central control irrigation system to be phased in over a three -year period. This
contract is intended to supply the needed controllers and installation services for the final phase.
On June 7, 2017, the Procurement Services Division released Invitation to Bid #17-7130 to five-hundred
twenty-nine (529) prospective vendors. A pre-bid meeting was held on June 21, 2017. Fifty-three (53)
bid packages were downloaded and one (1) bid was received from Stahlman -England Irrigation Inc. on
July 12, 2017. The vendor did not submit a bid bond with their bid and was deemed non-responsive.
On August 11, 2017, the Procurement Services Division re-bid Invitation to Bid #17-7130R to five-
hundred twenty-eight (528) prospective vendors. Forty-one (41) bid packages were downloaded and one
(1) bid was received from Stahlman-England Irrigation Inc. on September 25, 2017.
VENDOR QUOTATION
Stahlman-England Irrigation, Inc. $ 199,850.00
The Engineer of Record determined that the vendor, Stahlman -England Irrigation, Inc. is responsive and
responsible, and its bid is $30,150 below the project estimate of $230,000. Accordingly, staff
recommends awarding ITB #17-7130R Stahlman-England Irrigation, Inc.
FISCAL IMPACT: Funding is available in the Pelican Bay Services Division Capital Project Fund 322.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote
for Board approval. -SRT
RECOMMENDATION: That the Board of County Commissioners awards Invitation to Bid #17-7130R
for “Pelican Bay Irrigation” to Stahlman-England Irrigation, Inc. in the amount of $199,850.00, and
authorizes its Chair to execute the attached agreement.
