EXECUTIVE SUMMARY
Recommendation to waive competition and standardize the purchase of Stryker Power Pro
Ambulance Cots, warranty, parts and accessories from Stryker EMS.
OBJECTIVE: To ensure safety and consistency in the stretchers used in ambulances by EMS to
transport patients.
CONSIDERATIONS: Collier County EMS has a fleet of 40 ambulances, 25 front line units and 15
reserve units for seasonal deployment, special events and backups for maintenance. Each ambulance is
equipped with a stretcher to move patients.
In June 2016 and again in June 2017, the Board accepted matching grants from the State of Florida
Department of Health, Bureau of Emergency Medical Oversight for the purchase of hydraulic assist
stretchers. Hydraulic assist stretchers provide added of safety to our patients and staff. To date, eleven
Stryker Power Pro stretchers are in use with a high degree of reliability. The June 2017 matching grant
provided funding in the amount of $103,281 with a match by the County of $34,427 for a total of
$137,708 toward the purchase of additional stretchers. Based on ease of use, reliability, and safety
features, staff determined the Stryker Power Pro to be the most suitable model. Additionally, this model
is used extensively throughout EMS agencies nationwide. It is staff’s intent to continue to pursue grant
funding to equip ambulances.
Standardizing equipment throughout the fleet of ambulances would provide for the safety of patients and
crews. Since allied agencies assist in moving patients, having the same equipment on each truck would
provide efficiencies in training and reduce the risk of operator error.
Pursuant to SECTION ELEVEN, sub-paragraph 11 of the Collier County Ordinance 2017-08, staff
requests that the Board find it in the best interest of the County to standardize on Stryker Power Pro
Ambulance Cots for new and replacement power stretchers, warranty, parts and accessories and waive
competition to allow the purchase from Stryker EMS as a single source vendor for new and replac ement
power stretchers, warranty, parts and accessories not available through another source at best value. The
grantor does not object to a sole source award.
FISCAL IMPACT: Funds are available in EMS Grant Fund 493, Project 33522 in the amount of
$137,708. Annual expenditures are expected to exceed $50,000 and will be either grant funded or
controlled by the Board-approved fiscal year budget.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact resulting from this
action.
RECOMMENDATION: To approve the waiver of competition, standardize the purchase of Stryker
Power Pro Ambulance Cots, warranty, parts and accessories from Stryker EMS, and to approve the
purchase of additional stretchers funded by the matching grant for a total of $137,708.
