EXECUTIVE SUMMARY
Recommendation to approve a sub-recipient agreement between Collier County and the National
Alliance for the Mentally Ill of Collier County (NAMI) providing for $24,579.15 of FY17-18
Emergency Solutions Grant (ESG) Funding.
OBJECTIVE: To provide rental assistance to homeless persons in Collier County.
CONSIDERATIONS: The County receives ESG funds from the Department of Housing and Urban
Development (HUD) through the annual entitlement allocation. The County is required to adopt and
submit a One-Year Action Plan each year. The Action Plan incorporates various projects that will utilize
HUD funds by funding source.
The ESG Program is authorized by Subtitle B. of the Title IV of the McKinney-Vento Homeless
Assistance Act. Funding allocated under this award from HUD allows the County to subgrant funds for
the rehabilitation and/or conversion of buildings for use as emergency shelters for the homeless, payment
of certain expenses related to operating emergency shelters, essential services related to emergency
shelters, street outreach for the homeless, for homelessness prevention, and rapid re-housing assistance.
In the current Action Plan (FY2017-2018) approved by the Board of County Commissioners (Board) on
June 27, 2017, item 16.D.14, the NAMI Rapid Rehousing Project was included. This project will provide
rental housing services and medium-term rental assistance (including rental application fees, security
deposits, utility deposits or payments, last month’s rent, housing search, and placement activities) to help
homeless individuals or families move as quickly as possible into permanent housing. Medium-term
rental assistance is for more than 3 months, but not exceeding 24 months.
FISCAL IMPACT: The proposed action in this executive summary has no new fiscal impact. The
funding source for the grant award is ESG. The grant agreement is $24,579.15 and the funds are budgeted
in the Housing Grant Fund 705, project 33536.
GROWTH MANAGEMENT IMPACT: This project is consistent with the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board action. -JAB
