EXECUTIVE SUMMARY
Recommendation to approve and execute the attached five-year Joint Participation Agreement
(JPA) with Florida Department of Transportation (FDOT) in the amount of $1,791,176 under State
Transit Block Grant Program Contract Number G0Q98 providing for State funding for eligible
Collier County fixed route transit administrative, management, and operation expenses in the
amount of $895,588, approve a FY17-18 local match in the amount of $895,588, and approve the
necessary budget amendments.
OBJECTIVE: To enter into an agreement with FDOT to receive $895,588 in State grant funding to
offset public fixed-route transit administrative, management, and operation costs during Fiscal Year 2017-
2018.
CONSIDERATIONS: State funding is made available each year through a process administered by
FDOT under the State Transit Block Grant Program. This five-year JPA Contract Number G0Q98 will
provide funding for eligible administrative, management, and operational expenses incurred while
providing fixed route transportation services in Collier County. The attached JPA is for a five-year period
expiring December 31, 2022. The amount of State dollars available for FY 2017-2018 totals $895,588
and requires a 50% local match of $895,588.
FISCAL IMPACT: Budget amendments are required to recognize grant funding in the amount of
$895,588 in CAT Grant Fund 424 Project 33539. A budget amendment is also required in the amount of
$895,588 in FY18 to CAT Grant Match Fund 425, Project 33539. Matching funds are available within the
Collier Area Transit Enhancement Fund 426 supported by the annual transfer of General Fund (001)
revenue.
GROWTH MANAGEMENT IMPACT: This item is consistent with the Transportation Elements in
Objectives 10 and 12 of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires majority vote
for Board approval. -JAB
RECOMMENDATION: To approve and execute the attached five-year JPA Contract Number G0Q98
with FDOT providing $895,588 in State funding for eligible Collier County public fixed-route transit
operational expenses, approve a FY17-18 local match in the amount of $895,588, and approve the
attached Resolution and authorize the necessary budget amendments.
