EXECUTIVE SUMMARY
Recommendation to approve an Agreement with the State Department of Environmental
Protection (FDEP) Division of Recreation and Parks to provide transit service into Delnor-Wiggins
State Park, and authorize the Chairman to sign the agreement.
OBJECTIVE: To attract visitors to the Beach and State Park for outdoor recreation opportunities and
alleviate congestion and parking limitation by providing an alternate mode of transportation to access the
beaches of Collier County.
CONSIDERATIONS: On October 24, 2017, the Board approved an item providing information on
changes that will be made to the Beach route. That agenda item also included a commitment to bring the
Agreement with the State Department of Environmental Protection (FDEP) to pro vide transit service into
Delnor-Wiggins State Park to the Board for execution.
The recommendation to run the route into Delnor-Wiggins State Park requires the Board to enter into a
Day-Use Admissions Fee Waiver/Reimbursement Agreement with the FDEP. The Agreement commits
the County to entering the park and dropping off beachgoers at one of the beach access points in the park.
Under the agreement the County is responsible to collect and remit a $2.00 per passenger fee for the
privilege of operating the transit service in the park. The fee is paid in lieu of the waived customary day-
use admission fees charged to visitors to the park.
FISCAL IMPACT: The service is being funded by State Service Development Grant and TDC Funds,
Category “A” Beach Park Facilities Fund 183. The revenues estimated to be collected for entry into the
park is $650 per month and will require the Board to authorize a Budget Amendment from fund 426.
There is no additional cost associated with the provision of service into the State Park.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK
RECOMMENDATION: To approve and authorize an Agreement with the State DEP Division of
Recreation and Parks and authorize the Chairman to sign the Agreement.
