Agenda 11/14/2017 Item #16D 311/14/2017 EXECUTIVE SUMMARY Recommendation to authorize a budget amendment to transfer funds in the amount of $232,000 from Library Fund 129 Operating Program 31129 to the Radio Frequency Identification System (RFID) Project 44037. OBJECTIVE: To provide more assistance and better customer service to library patrons through the purchase and implementation of a self-service checkout system for the Collier County Public Library. CONSIDERATIONS: On September 9, 2014 (Agenda Item# 16D2) the Board of Collier County Commissioners (Board) approved an award of RFP No. 13-6146 “Radio Frequency Identification System” to Bibliotheca, LLC to purchase and implement a self-service checkout system for library materials and approve related budget amendments. The Collier County Public Library intends to purchase and implement a self-service check-out system for library materials for the third phase of the RFID Project. A self-service checkout library system includes RFID computer chips on each library item, self-service stations for self-service checkout by the public, collection management stations for staff, and security gates for library exits. Installation and use of self - service stations will slow the need for additional circulation library employees but rarely results in the need for less staff. After installation of self -service stations, library staff will able to provide more assistance and better customer service to the public using library resources. Staff planned to complete this project in three phases, depending on the availability of funds. The Headquarters and Marco Island Branch Libraries were the first (phase one) to receive the appropriate equipment. The Naples Regional, Golden Gate, and Vanderbilt Beach Libraries received the appropriate equipment during phase two. Phase three: Purchase and install equipment at the South Regional, East Naples, Estates and Immokalee Libraries during FY2017-FY2018. Install staff equipment, excluding self-service stations, at the Everglades City Branch. The estimated cost for Phase three is $222,551.34. FISCAL IMPACT: Funds are available in the Library Grant Fund (129). Distributions from CenturyLink for the E-Rate program have been deposited in the fund for the purpose of funding the third phase of the project to install RFID and self-service checkout stations in the four remaining Collier County Public Libraries. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issue, and requires majority vote for approval. -JAK GROWTH MANAGEMENT IMPACT: None.
