EXECUTIVE SUMMARY
Recommendation for the Community Redevelopment Agency (CRA) to approve a one year
extension of the project completion date set forth in the Commercial Building Improvement Grant
Agreement between the CRA and Western Bike & Auto, LLC due to certain permitting and
hurricane delays.

OBJECTIVE: To receive approval for a one year extension for the Commercial Building Improvement
Grant Agreement between the Community Redevelopment Agency (CRA) and Western Bike & Auto,
LLC due to certain permitting and Hurricane delays.
BACKGROUND: During the permitting process for the January 24, 2017 approved grant agreement
(Exhibit A) for exterior improvements ($16,830), the applicant discovered additional modifications to the
building are needed due to Code requirements. The applicant has completed the permit application and a
building permit is still under review. The applicant is requesting an extension be granted to allow
additional time for the permit and work to be completed, one additional year is requested to complete the
project.
CONSIDERATIONS: Western Bike & Auto, LLC executed a Commercial Building Improvement Grant
agreement with the CRA on January 24, 2017. The Grant Program requires grantees to complete work
within one year of approval and the Program also permits time extensions in cases where projects cannot
be completed within the grant year. To qualify for a time extension, grantees must demonstrate good faith
to complete the project by applying for permits and commence construction in a timely manner.
Specifically, the Commercial Building Improvement Grant Program allows time extensions of the project
completion date if the applications for permits were submitted to Collier County within four months after
execution of the grant agreement and construction of the improvements commenced within six months
after execution of the grant agreement. The applications for permits were submitted to Collier County on
August 29, 2017 and construction of the improvements have not commenced.
The business was in high season to begin the permit process within the first four months and did not
anticipate a Hurricane delaying the permitting process further. The agreements provides for a waiver of
the policy requirements.
The Bayshore/Gateway Triangle CRA Local Advisory Board reviewed the extension request and
recommended extending the Agreement from December 6, 2017 to December 6, 2018.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board action.- JAB
FISCAL IMPACT: Funding in the amount of $16,830 is available in the FY 18 budget.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Community Redevelopment Agency approve and authorize the CRA
Chairman to execute the Western Bike & Auto, LLC Grant Agreement extension for one year.
