EXECUTIVE SUMMARY
Recommendation to approve the South Florida Water Management District (SFWMD) Agreement
Nos. 4600003760, 4600003761 and 4600003762 and authorize any necessary budget amendments to
recognize grant funding in the amount of up to $200,000, $238,860 and $800,000, respectively for
the construction of the Lely Branch New Weir (Project No. 60202), the Golden Gate City
Stormwater Improvements-NW Quadrant (Project No. 51029), and West Goodlette-Frank Road
Stormwater Improvements (Project No. 60142), respectively.
OBJECTIVE: For the Board of County Commissioners (Board) to approve Funding Agreement Nos.
4600003760, 4600003761 and 4600003762 with the SFWMD; these agreements provide funding in the
amount of up to $200,000, $238,860 and $800,000, respectively, for the construction of the Lely Branch
New Weir Project, Golden Gate City Stormwater Improvements (NW Quadrant), and West Goodlette-
Frank Road, respectively.
CONSIDERATIONS: The SFWMD Big Cypress Basin Office annually ranks and chooses projects
submitted by local governments to receive funding for water quality and flood mitigation improvements.
The County received FY2018 funding for three (3) stormwater projects, Lely Branch New Weir Project
($200,000), Golden Gate City Stormwater Improvement Project ($238,860) and West Goodlette-Frank
Road Stormwater Improvement Project ($800,000).
On July 10, 2017, the SFWMD Big Cypress Basin Board approved funding assistance for three (3)
projects. Construction will consist of the following:
Lely Branch New Weir Project - Construction of a 30-foot long gated weir located in an area
within the west central Lely Area Stormwater Improvement Project (LASIP) basin to the Lely
Branch Canal to provide seasonal storage, treatment and regulated release of stormwater runoff;
Golden Gate City Stormwater Improvement Project - Upgrade and enhancement of stormwater
infrastructure in the NW Quadrant that is more than 50 years old;
West Goodlette-Frank Road Area Stormwater Improvement Area - Joint project between Collier
County and the City of Naples for stormwater improvements and conversion of residential
properties from septic to a sanitary sewer system. The neighborhood is located between West
Goodlette-Frank Road and US 41, north of Creech Road and south of Cypress Woods Drive.
As set forth in the guidelines established in the Statements of Work and Agreement documents, the
County will submit reports and invoices throughout the construction at specific milestones.
Reimbursement for construction costs will be made upon receipt of these, the final being in response to
providing a Certification of Completion of Construction.
The Agreements will be going before the Governing Board of the SFWMD for approval at its December
14, 2017 meeting. All three (3) projects are or will be shovel ready and will be completed with the
timeline outlined in the agreements.
FISCAL IMPACT: The projects were approved by the Board in the FY 2017 budget cycle. Budget
amendments are required to recognize grant revenues in the amount of $200,000, $238,860 and $800,000
in GMD Grant Fund (711). Budget amendments are also required to recognize required match of sixty
(60) percent in project 60202 and 60142 and fifty (50) percent in project 51029 within GMD Grant Fund
712. The source of local project funds is the Stormwater Capital Improvement Fund (325); source of
funds is ad valorem.

Post-construction, the Road Maintenance Division will add these additional canals, adjacent banks, and
weir to their maintenance schedule, along with stormwater improvements in the NW Quadrant of Golden
Gate City and the neighborhoods along West Goodlette-Frank Road. The weir improvements and
stormwater improvements will be constructed within the existing rights-of-way currently owned by
Collier County.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for Board approval. -JAK
GROWTH MANAGEMENT IMPACT: Approval of the Funding Agreements will help further the
goals, objectives and policies of the Stormwater Sub-Element of the Growth Management Plan.
RECOMMENDATION: Recommendation to approve the South Florida Water Management District
(SFWMD) Agreement Nos. 4600003760, 4600003761 and 4600003762 and authorize any necessary
budget amendments to recognize grant funding in the amount of up to $200,000, $238,860 and $800,000,
including the appropriate matching funds, respectively for the construction of the Lely Branch New Weir
(Project No. 60202), the Golden Gate City Stormwater Improvements-NW Quadrant (Project No. 51029),
and West Goodlette-Frank Road Stormwater Improvements (Project No. 60142), respectively.
