Agenda 10/24/2017 Item #16D1010/24/2017 EXECUTIVE SUMMARY Recommendation to approve an amendment to the Transit Fee Schedule to allow free fares for the Beach Route and approve an alternative wrap for the buses used on the Beach Route. OBJECTIVE: To alleviate congestion and parking limitation by providing an alternate mode of transportation to access the beaches of Collier County. CONSIDERATIONS: On June 9, 2015, the Board of Collier County Commissioners (Board) ratified the approval of an after-the-fact grant application for the State Discretionary Transit Service Development and State Park-and-Ride Lot Program administered by the Florida Department of Transportation (FDOT). On October 20, 2016, FDOT notified Collier County of the award of the grant for a total project amount of $274,500 over a three-year period. The Tourist Development Council (TDC) approved funding of $200,000 over a three-year period in support for the route at their November 28, 2016 meeting. The service consisted of a reverse route running from North Collier Regional Park to Conner Park on Bluebill Road on an hourly basis, Monday through Sunday from 9:00 am to 2:50 pm. The route began service on February 4th and ran through May 28th in 2017. The participation on the service was not as we expected, so staff is recommending several changes to improve the results: Run route into Delnor-Wiggins State Park Shorten the route to provide more frequency Begin service earlier in the Season Limit service to 4 days a week (Friday through Monday) Provide service for free Extend the hours of operation to include sunset In coordination with the TDC and their staff, the following enhancements were recommended to further the success of the route this coming season: Work with hotels along the route to promote uses Wrap the bus differently to distinguish from regular route Play tropical music on buses The attached Resolution must be approved by the Board to provide free fares on the Beach Route. The recommendation to run the route into Delnor-Wiggins State Park will require the Board to approve the Agreement with the State Department of Environmental Protection (DEP), which will be presented as a future agenda item. All other recommendations are ready for implementation. FISCAL IMPACT: The service is being funded with State Service Development Grant and Tourist Development Council (TDC) funds, Category “A” Bach Park Facilities Fund 183. The project has been previously appropriated within CAT Grant and Match Funds (424/425) Project 33496. There is no additional cost associated with this executive summary. GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact.
