EXECUTIVE SUMMARY
Recommendation to approve the Authorizing Resolution and to provide after-the-fact approval for
the submittal of the FY17-18 Shirley Conroy Rural Capital Equipment Support Grant in the
amount of $83,493 to the Florida Commission for Transportation Disadvantaged for the
procurement of one Cutaway Transit Vehicle.
OBJECTIVE: To use grant funds to enhance transit services in rural areas of Collier County.
CONSIDERATIONS: The Shirley Conroy Rural Area Capital Equipment Support Grant is used to help
provide rural transportation in Collier County and is made available each year through an application
process administered by the Florida Commission for the Transportation Disadvantaged. The
announcement for the grant was received on September 20, 2017, with a deadline for submittal of October
13, 2017, prior to the next available Board of County Commissioners (Board) meeting.
This application seeks funding to purchase one replacement vehicle to provide continued paratransit
service for the rural area of the County. The ParaTransit System maintains a stringent maintenance
program to extend the life of its vehicles. The focus of this year’s grant application is the purchase of a
paratransit vehicle to replace a vehicle that has met its useful life.
Collier County CMA#5330 authorizes the County Manager to approve the submittal of grant applications
with subsequent Board action at the next available Board meeting to ratify the approval as “after -the-
fact.” The County Manager approved the submittal of the grant application on October 2, 2017. An
authorizing resolution is being brought forth as part of the grant requirement.
FISCAL IMPACT: There is no fiscal impact at this time. Should the federal grant request of $75,143.70
be awarded it will require a 10% local match in the amount of $8,349.30 for a total award of $83,493. The
local match is available from auction proceeds and/or within Transportation Disadvantaged Fund 427
FY18 Reserves. Budget amendments would be brought to the Board for approval at a future date.
GROWTH MANAGEMENT IMPACT: There is no growth management impact.
LEGAL CONSIDERATIONS: The Board will have the opportunity to accept or reject the funds if the
grant is approved. Accordingly, this Office has no issue with respect to the legality of this request, which
is appropriate for Board action and requires a majority vote for Board action.-JAB

of $83,493 to the Florida Commission for the Transportation Disadvantaged for the procurement of one
Ford Cutaway Transit Vehicle.
