EXECUTIVE SUMMARY
Recommendation to approve an amendment to the Federal Transit Administration (FTA) 49 USC §
Section 5307 FY16 grant award to use grant funding for the payment of the Collier Area Transit’s
(CAT) extended warranty for previously purchased fixed route technology and purchase
replacement equipment for the paratransit technology, and authorize execution of the amendment
through the Transit Award Management System (TrAMS).
OBJECTIVE: To use existing grant funds to purchase new technology to enhance transit services in
Collier County.
CONSIDERATIONS: On March 28, 2017, the Board of County Commissioners (Board) approved item
16D2 authorizing the execution of the FTA’s Section 5307 FY16 grant award in the amount of
$2,743,559 for proposed projects including bus stop accessibility enhancements, security enhancements,
rolling stock replacement, and facility improvements. The portion of the grant funds allocated for facility
improvements was intended to be combined with other funds from prior grant awards for one project.
However, recent bids came in lower than anticipated and the $209,710 of the award allocated for facility
improvements is no longer needed, which frees up funds for other needs.
The Intelligent Transportation Systems (ITS) warranty for software utilized for transit operations and
farebox is set to expire on January 31, 2018. To avoid a lapse in the existing warranty. Staff would like to
reallocate a portion of the available funds for payment of the software warranty. Additionally, the
paratransit vehicles contain Mobile Data Terminal (MDT) that provide trip manifests and route
maneuvering for the drivers and dispatchers. This equipment has met their useful life and are due for
replacement. Staff has identified a less expensive solution for the replacement of the equipment and
recommend using the remaining portion of the available funds for the replacement of the equipment.
The amendment allocates $158,710 towards the extended warranty and $51,000 for the replacement of
technology equipment in paratransit vehicles. Finally, the amendment allocates additional funding to the
rolling stock replacement in the amount of $6,816. Upon Board approval, the amendment is electronically
executed in TrAMS by the Collier County Public Services Department Head, who is the Board-appointed
designee. Below is a table summarizing the changes.

FISCAL IMPACT: The amendment nets to a zero-dollar change. Funds were previously appropriated
within CAT Grant Fund 424, Project 33482.
