EXECUTIVE SUMMARY
Recommendation to execute a time extension amendment to the Florida Department of
Transportation (FDOT) Joint Participation Agreement (JPA) for FY13 -14 Section 5339 Bus and
Bus Facilities Grant funds for the necessary improvements to the rural area bus stops in
accordance with the Americans with Disabilities Act (ADA).
OBJECTIVE: To extend the FY13-14 JPA to complete ADA improvements to bus stops in rural areas of
Collier County.
CONSIDERATIONS: On June 9, 2015, the Board of County Commissioners (Board) approved a JPA
with FDOT to improve ADA accessibility to bus stops within rural areas of Collier County in the amount
of $272,000. On August 22, 2017, Public Transit & Neighborhood Enhancement staff submitted a request
to FDOT to extend the current agreement which expires on December 31, 2017, to complete the necessary
ADA improvements to bus stops. The extension is being requested because of rural area route
modifications planned for implementation effective November 2017 that will affect some of the bus stop
locations.
On August 22, 2017, Staff requested an extension to the agreement until December 31, 2019. A summary
of the reason for the time extension and a schedule for completing the project was included in the letter to
FDOT. On September 25, 2017, FDOT forwarded the attached amendment form for the Board’s
consideration and approval to execute the extension.
Once the Board approves and signs the form, staff will forward to FDOT for their execution and approval.
FISCAL IMPACT: There is no fiscal impact associated with this item. Funding was previously
appropriated within CAT Grants Fund 424, Project 33425.
GROWTH MANAGEMENT IMPACT: There is no growth management impact.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board consideration. -JAB
RECOMMENDATION: To approve and authorize a time extension amendment to the FY13-14 Section
5339 JPA to improve ADA accessibility to bus stops within the rural areas of Collier County.
