NOTICE OF SPECIAL MEETING OF BOARD OF COUNTY
COMMISSIONERS TO CONSIDER FUNDING MOSQUITO
CONTROL SERVICES IN EASTERN GOLDEN GATE ESTATES
AND IMMOKALEE
Notice is hereby given that the Board of County Commissioners t)f Collier County will
hold a special meeting on TUESDAY, SEPTEMBER 16, 2003, at 8:00 A.M. in the
Boardroom, 3rd Floor of the W. Harmon Turner Building (Administration Building F), Collier
County Government Center, 3301 East Tamiami Trail, Naples, Florida. The Board's Agenda
will include:
Consideration of funding for Mosquito Control services for Eastern Golden
Gate Estates and Immokalee.
All interested parties are invited to attend, to register to speak and to submit their
objections, if any, in writing, to the Board prior to the special meeting.
All registered public speakers will be limited to five (5) minutes unless permission for
additional time is granted by the Chairman.
Any person who decides to appeal a decision of the Board will need a record of the
proceedings pertaining thereto, and therefore, may need to ensure that a verbatim record of the
proceedings is made, which record includes the testimony and evidence upon which the appeal is
to be based.
Collier County Ordinance No. 99-22 requires that all lobbyists shall, before engaging in
any lobbying activities (including, but not limited to, addressing the Board of County
Commissioners), register with the Clerk to the Board at the Board Minutes and Records
Department.
If you are a person with a disability who needs any accommodation in order to participate

AGREEMENT FOR REIMBURSEMENT
This instrument is entered into as of this Ih-Ih day of September, 2003 by and between the
BOARD OF COMMISSIONERS OF COLLIER COUNTY, FLORIDA ("Country") and the
BOARD OF COMMISSIONERS OF THE COLLIER MOSQUITO CONTROL DISTRICT
("District").
RECITALS
A. The County has requested that the District perform mosquito control measures in
portions of Collier County, Florida which are located outside of the boundaries of the District. On
July 29, 2003, the County authorized the payment of $20,000.00 toward the cost of such mosquito
control measures. On September 16, 2003, the County approved of an additional $135,002.35 to be
paid to the District for additional measures.
B. The parties have agreed to a program for the spraying and to the reimbursement
thereof in accordance with the terms of Florida Statutes §388.381 and have entered into this
agreement to evidence their understanding.
NOW, THEREFORE, for good and valuable consideration, receipt of which is hereby
acknowledged, the parties hereby agree as follows:
1. The above recitals are true and correct.
The District agrees that it shall spray the Immokalee and Eastern Golden Gate Estates
areas to the extent that such spray applications do not result in a cost to the District of
more than $155,002.35. Such spray applications may be made at any time as
determined by the District in consultation with the County or the Director of the
Collier County Health Department until and including September 30, 2004. The
County agrees that it shall pay to the District an amount equal to no more than
$155,002.35 in consideration of the District peribrming such services, provided
however that the County shall not be liable for the cost of spray applications to the
Immokalee area commencing on October 1, 2003, and thereafter.
The District agrees that it shall transmit an invoice to the County after each spraying
application whereupon the County agrees to pay such sum on or before 20 days after
the County receives such invoice, provided however, that the County shall not be
liable for more than $155,002.35 hereunder.
If any term or condition of this Agreement is invalid or unenforceable, the remainder
of the Agreement shall not be affected thereby.
5. This Agreement shall be construed and interpreted under the laws of the State of Florida.
In connection with any litigation arising out of this Agreement, the prevailing party shall
be entitled to recover all attorneys' fees, costs and expenses of litigation, including any
and all appellate fees, costs and expenses.
7. Time is of the essence of each of the provisions of this Agreement relating to a time or
date for performance.
IN WITNESS WHEREOF, the parties have executed this instrument as of the day and year
first above written.
