EXECUTIVE SUMMARY
Recommendation to approve Local Area Program Agreement (FPN 433180-1-98-01) with the
Florida Department of Transportation in which Collier County would receive reimbursement in
the amount of $300,000 to purchase Arterial Monitoring Cameras for the Collier County Traffic
Management Center, execute a Resolution memorializing the Board's action and authorize the
necessary budget amendments. (Project No. 33532)
OBJECTIVE: To obtain eighty-one (81) High Definition (HD) Pan, Tilt and Zoom (PTZ) Arterial
Monitoring Cameras to be deployed at specific signalized intersections throughout Collier County.
CONSIDERATIONS: The original project scope in January of 2012 was for the deployment and/or
update of High Definition (HD), Pan, Tilt and Zoom (PTZ) Cameras for 30 locations throughout the
County. Traffic Operations has since deployed several HD PTZ cameras at these previously selected
intersections from County funds, due to breakdowns of older analog cameras and to provide visibility at
critical intersections from the Traffic Management Center.
The Florida Department of Transportation (FDOT) is proposing to reimburse the County up to the amount
of $300,000 as specified in the attached Local Area Program (LAP) Agreement for the replacement of
approximately 50 analog cameras and the deployment of some 29 new HD PTZ Cameras. The County
will provide the initial funding for the Arterial Monitoring Camera installation and requisite equipment,
and will be reimbursed by FDOT. Staff anticipates all purchases and installations to be completed by
July 1, 2019.
FISCAL IMPACT: The anticipated cost for the Arterial Monitoring Cameras project is $300,000, to be
reimbursed by FDOT. A budget amendment is necessary to appropriate grant funds in the amount
previously stated, within the Transportation Grant Fund 711, Project 33532. The funding source is the
Federal Highway Authority (FHWA); whereby, these grant dollars are passed through the FDOT via the
LAP agreement.
The Arterial Monitoring Cameras have a useful life of 3-5 years. The ongoing maintenance costs for
hardware, software, user licenses, technical support, and incidental component replacements during this
period are to be $18,750 annually.
GROWTH MANAGEMENT IMPACT: This recommendation is consistent with the County’s Growth
Management objectives and produces no negative impact.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for Board approval. -JAK
